Chinese citizens entering Canada must hold a valid Canadian visa (visa free for Hong Kong SAR passport holders). The main cities of entry are Toronto, Montreal, Vancouver, and Halifax, but entry ports do not handle visas on arrival. Applicants can submit their visa applications through the Canadian Embassy in China or its visa application center. After receiving the application, Canada will require the applicant to provide a medical examination certificate, a certificate of no criminal record, or notify the applicant for an interview depending on the situation. According to the type of visa application, the processing time varies and there is significant uncertainty. Applicants must arrive in Canada within the validity period of their visa.

Chinese citizens (excluding those holding Hong Kong or Macau SAR passports) transit through China(including not leaving the airport)Canada (i.e. transiting through Canada to a third country for a duration not exceeding 48 hours) requires the application of a transit visa (free of visa fees). Confirmed direct flight ticket from Canada to the United States (departing from Canada within 24 hours of arrival); 3. When transiting through Canada, hold a valid Chinese passport (with a remaining validity period of more than 6 months) and a US visa; 4. The stopover time shall not exceed 24 hours and the person shall not leave Canadian airports during the stay; 5. If a transit person is unable to fly directly to the United States within 24 hours due to flight delays, cancellations, or other reasons, they should go to the airport border service office for review to determine whether the transit person can temporarily stay in order to continue traveling.

(2) Departing from the United States and transiting through Canada: 1. Take a direct flight from any city in the United States to the designated airport in Canada and complete the transit clearance procedures in the border inspection area or wait in the quarantine transit area; 2. Holding a connecting flight ticket for direct transit through Canada to a third country and a confirmed seat, as well as a valid visa or entry permit for the third country; 5. If a transit person is unable to fly directly to a third country (including their country of nationality) on the same day due to flight delays or other reasons, they should go to the airport border service office for review to determine whether the transit person can temporarily stay in order to continue their travel; 6. The stopover time shall not exceed 24 hours and passengers are not allowed to leave Canadian airports during their stay.

2、 Entry and exit

Entering Canada does not require filling out an entry form, but a customs declaration card must be filled out upon arrival at the port of entry. When handling immigration procedures, immigration officers will ask some simple questions, such as the flight taken, the purpose of the visit to Canada, and the contact person in Canada. The immigration officer will stamp the entry seal on the passport and inform the duration of stay.

Short term visitors are not allowed to work or study in Canada. If you need to change your temporary visitor status or extend your stay, you must apply to the immigration department 30 days in advance of the expiration of your status or visa.

If studying or immigrating to Canada, it is recommended to bring relevant documents such as birth certificate, certificate of no criminal record, marriage certificate, graduation certificate, transcript, degree certificate, driver's license, and experience certificate with English or French translation for future use in Canada. The above proof should be notarized and accompanied by an additional certificate of Hague authentication in China in advance. For notarization procedures, please consult the notary office. For additional certificate procedures, please consult the foreign affairs office of the provincial local government. The Chinese Embassy in Canada is unable to process notarization and authentication for the aforementioned certificates.

Customs epidemic prevention and control

1、 Customs

Foreigners entering Canada can carry with them duty-free antiques, personal appliances (such as ovens and refrigerators), books, clothing, furniture, personal hobby tools, furniture, jewelry, silver ornaments, daily textiles, musical instruments, silver coins and stamps collected by individuals. If you get married within 3 months after entering the country, you can carry your own wedding gifts with you. If you bring gifts, you will be required to open the packaging upon entry.

According to relevant Canadian regulations, the products that foreigners can enter Canada duty-free include: gifts with a single value of no more than 60 Canadian dollars (excluding alcohol and tobacco); 1.5 liters of wine or 1.14 liters of Baijiu or 8.5 liters of canned or bottled beer (entry personnel must reach the local legal drinking age); 200 cigarettes, 50 cigars, and 200 grams of tobacco products (may be subject to special taxes).

Special note: Foreigners entering Canada shall fill in the customs declaration form in advance if they carry the above duty-free personal articles.

Canada prohibits or restricts the import of the following products: obscene pornography, counterfeit money, offensive weapons, nail hammers, pepper spray weapons, commodities with false geographical indications of origin, used motor vehicles and mattresses, health products (prescription drugs), related food, animals and plants, etc.

Special Reminder:Storing pornographic images, videos, and other information of minors on electronic devices such as mobile phones and computers carried into the country will violate the Canadian Criminal Code and may result in imprisonment.

2、 Inspection and Quarantine

The Canadian Food Inspection Agency is the largest regulatory agency of the Canadian federal government, responsible for implementing all food inspection, plant protection, and animal health programs mandated by the federal government.

Canada restricts the import of the following plant products: forest products, wooden packaging materials and mats, grains and field crops, horticultural goods, insects, plants with novel features, potatoes and seeds, etc. Add restrictions on the import of animal products such as animal pathogens, animal products and by-products, live animals, semen, embryos, pets, veterinary biologics, etc.

Chinese citizens carrying agricultural and fishery products, food, animals and plants into Canada must declare to customs and ensure that such products meet the inspection standards of the Canadian Food Inspection Agency.

All animals entering Canada require veterinary quarantine.

3、 Foreign exchange control

According to Canadian customs regulations, each person is allowed to carry cash or other forms of currency (such as checks, traveler's checks, bank drafts, stocks, etc.) of less than CAD 10000 (including all currency carried with them and stored in all luggage under their name) into and out of Canada. Foreigners working in Canada may remit their legal after tax income abroad.

Special reminder: For safety reasons, it is recommended not to carry too much cash with you. Foreigners entering or leaving Canada who carry cash or currency in other forms (such as cheques, traveler's cheques, bank drafts, stocks, etc.) equal to or greater than 10000 Canadian dollars must fill out the customs declaration form in advance, otherwise they will be fined more than 250 Canadian dollars and less than 5000 Canadian dollars.

Residency and Naturalization

Starting from February 14, 1977, individuals born in Canada are automatically granted Canadian citizenship, except in the following circumstances: at the time of birth, one of the parents was a resident of a Canadian diplomatic mission or a United Nations international agency, and neither parent was a Canadian citizen or had permanent residency. In addition, for those born abroad, if one of their parents is a Canadian citizen, they have Canadian citizenship.

According to the Nationality Law of the People's Republic of China, if both or one of the parents is a Chinese citizen and the individual was born in a foreign country and holds Chinese nationality, they should apply for a Chinese travel document when traveling to China; But if both or one of the parents is a Chinese citizen and resides abroad, and the individual was born with foreign nationality, they do not have Chinese nationality and should apply for a Chinese visa when traveling to China.

Those who are granted permanent resident status must apply for a residence card (also known as a Maple Leaf Card, valid for 5 years). If the cumulative residence time in Canada exceeds 3 years within the 5 years before applying for citizenship, one can apply for citizenship, but must pass the citizenship examination.

Canada recognizes dual citizenship and allows Canadian citizens who acquire foreign citizenship to retain their Canadian citizenship. Acquiring foreign citizenship does not mean losing Canadian citizenship. If citizens request to renounce their citizenship, they must submit an application to the immigration department, and after approval, they will withdraw their citizenship.

The Case Processing Center of Immigration, Refugees, and Citizenship Canada can provide applicants with a Search of Canadian Citizenship Records. If you need to apply for proof of non citizenship, please contact the IRCC Call Centre and ask them to send the relevant application form. The contact phone number for this service center is 1-888-242-2100.

For more specific information on residency and naturalization, please refer to the Canadian website:www.cic.gc.caAnd the explanation provided by the Canadian side shall prevail.

The Canadian risk level is yellow (medium risk).

Recently, influenced by the domestic political atmosphere in Canada, there has been a significant increase in racial discrimination against Chinese and Asian people in Canada. The Ministry of Foreign Affairs reminds Chinese citizens in Canada to closely monitor the local security situation, be vigilant, strengthen prevention, and pay attention to safety. In case of emergency, please report to the police in a timely manner and contact the Chinese embassy or consulate in the local area.

The Ministry of Foreign Affairs and overseas embassies and consulates will continue to closely monitor changes in the overseas security situation, dynamically adjust relevant risk assessments, and release and update corresponding security reminders in real time on platforms such as the China Consular Service Network. Please continue to pay attention.

public security

The overall security situation in Canada is good, with a low crime rate. However, due to the fact that domestic visitors sometimes carry a large amount of cash with them and have a weak sense of security, incidents of property theft and robbery have also occurred. Visitors need to enhance their awareness of safety and prevention, take practical measures, and maintain personal and property safety.

1、 Comply with local laws and regulations, respect local customs and religious beliefs, and maintain friendly relations with the local people.

2、 Do not carry large amounts of cash with you when traveling, and avoid revealing the cash you carry when paying bills. In remote areas, avoid wearing expensive jewelry and carrying valuable items.

Take good care of personal belongings and pay attention to personal belongings when handling car rental, hotel check-in procedures, and dining. Check for any remaining items when leaving the hotel. Do not entrust your belongings to strangers for safekeeping, and do not bring or check in luggage for strangers.

When going out, pay attention to observing the surroundings for any abnormal situations before getting on or off the car. When leaving the vehicle, do not place personal items (such as backpacks) in a prominent position inside the vehicle to avoid the vehicle being hit or items being stolen.

Safely keep your passport and keep a copy of your passport and visa; If lost or stolen, immediately report to the police and request the alarm number. At the same time, bring copies of your passport and visa to the nearby Chinese embassy or consulate as soon as possible to apply for temporary travel documents.

3、 Keep personal information such as bank accounts, credit cards, and bills safe to prevent theft and theft by others. Be wary of various types of telecommunications and online fraud, including online investment fraud, telephone lottery, telephone promotions, selling fake antiques, "phishing" and "virtual kidnapping". Some fraud groups impersonate Canadian tax authorities, telephone companies, courier companies, police departments, Chinese public security, procuratorial and judicial agencies, and officials of overseas embassies and consulates to commit fraud, and even use technical means to disguise their phone numbers as those of government departments or overseas embassies and consulates. Please do not believe similar phone calls and do not disclose personal information such as name, ID number, bank account, etc. You can hang up the phone first and verify the situation through normal channels; If there is relevant evidence, you can report it directly to the local police.

4、 On October 17, 2018, Canada's "Act on Marijuana and Amendments to the Controlled Substances Act, Criminal Code, and Other Laws" officially came into effect. While legalizing recreational marijuana, it also provides systematic regulations for the production, sale, possession, and use of marijuana. Specifically, carrying marijuana into or out of Canada is an illegal act, with a maximum penalty of 14 years in prison; Carrying marijuana on international flights is illegal; Traveling within Canada is not allowed to carry more than 30 grams of marijuana; Driving after smoking marijuana (hereinafter referred to as "marijuana driving"), if the tetrahydrocannabinol content in each liter of blood exceeds 2 nanograms, will face high fines or even imprisonment; It is illegal for individuals under the age of 18 or 19 (depending on the province) to use marijuana. The above are only partial restrictive provisions of federal law. Please visit the government website for details: https://www.canada.ca/en/health-canada/services/drugs-medication/cannabis/laws-regulations.html In addition, various provincial and municipal governments have also introduced regulations to impose certain restrictions, such as raising the age of legal users, reducing the legal possession amount, and restricting adult marijuana use venues. Owning, producing, or selling marijuana outside of the legal limits may still be a criminal offense, with a sentence of up to 14 years.

Starting from January 1, 2020, the minimum age for purchasing or possessing marijuana products in Quebec has been raised to 21 years old, and teenagers who violate this regulation will be fined $100 CAD. Meanwhile, starting from January 1, 2020, Quebec prohibits the sale of candy and dessert products containing marijuana, and only soda water, tea, and non-alcoholic beer containing marijuana are allowed to be sold in the province.

In addition, studies have shown that marijuana is harmful to physical health and also to fetuses; The younger you are and the more you smoke, the greater the damage to your brain (mainly attention, memory, and learning abilities); Smoking marijuana may lead to addiction, and the younger the age, the more likely it is to become addicted. Smoking marijuana can affect a person's judgment and reaction ability, and its effects can last up to 24 hours. According to a research report by the Canadian Traffic Injury Research Association, from 2011 to 2015, the proportion of fatal traffic accidents caused by marijuana use has increased to 79.3%; From an age perspective, one-third of the suspects are aged 16 to 19.

The Embassy in Canada reminds that cannabis is a strictly regulated product under the United Nations Convention on Drugs and Crime, and carrying and using cannabis is still illegal in the vast majority of countries (including China). Article 357 of the Criminal Law of the People's Republic of China also clearly stipulates that marijuana is a drug, and illegal cultivation, possession, and use of marijuana within China is an illegal act. I suggest that those who travel or study in Canada should fully understand the relevant laws and regulations of Canada and China, fully recognize the harm of marijuana, and avoid harming their own health through improper behavior, which may lead to illegal activities. Pay special attention to the following points:

(1) If someone uses marijuana before boarding a plane abroad and is found to have used it upon disembarking, even if they did not carry it, it is equivalent to using it domestically. Depending on the situation, the "Public Security Administration Punishment Law" and the "Drug Rehabilitation Regulations" shall apply.

(2) If cannabis is seized by Chinese customs upon entry, regardless of the quantity, it does not constitute "illegal possession" but rather "smuggling" behavior, which is a criminal offense and will be held criminally responsible.

(3) Tetrahydrocannabinol (THC) is classified as a Class I controlled psychotropic drug in China, and all products containing THC are not allowed to be brought into China.

(4) Once drugs are used, they will leave traces in biological samples such as urine, blood, saliva, and hair, which become evidence of illegal drug use. Different types of test materials have different drug use traceability periods. The traceability period of drugs in urine generally does not exceed 3 days, blood generally does not exceed 24 hours, and the traceability period in hair can be as long as several months to several years. So, if you use marijuana while traveling, doing business, or studying abroad in Canada, you may be detected for drug use and punished accordingly upon returning to your home country.

5、 Keep a low profile and avoid flaunting wealth to avoid becoming a target for criminals.

6、 Be cautious in making friends and avoid contact with street gangs, organized crime personnel, etc.

7、 When driving, one should comply with local traffic rules, pay attention to yielding to other vehicles, and avoid behaviors such as honking that may anger other drivers unless absolutely necessary.

Please make sure to consult the traffic regulations of your province in advance to understand whether holding a Chinese driver's license is allowed to drive locally, and consult the local car rental company. When there is a "STOP" (ARR Ê T in French) sign at a cross or T-shaped intersection without traffic signals, the vehicle must stop. At the same time, identify whether there are "2-WAY", "3-WAY", "4-WAY" or "All WAY" annotations below "STOP". If marked, drive according to the principle of "stop first, ensure safety". If there is no annotation, even if there are no vehicles in the vertical direction, it must be stopped for 3 seconds to ensure safety before passing; If there are vehicles in the vertical direction, they must wait patiently and pass while ensuring safety.

The local traffic regulations are not exactly the same as those in China. For example, in Montreal Island, red lights prohibit right turns, while green circular lights allow right turns. Please understand in advance and strictly abide by it.

Do not answer or check your phone while driving, otherwise it constitutes an illegal act. Drunk driving is not allowed (the alcohol content in every 100 milliliters of blood should not exceed 80 milligrams), otherwise it will constitute an illegal act and face fines, revocation of driver's license, or even imprisonment.

When encountering a police "stop" (with flashing lights or honking sirens behind the car), one should immediately slow down and, after confirming safety, pull over to the side and turn off the engine. Stay calm and wait inside the car for the police to approach and inquire. When being questioned by the police, one should open the car window and actively cooperate and provide relevant certificates. Both hands should be placed on the steering wheel or in a place where the police can see them. Do not move your hands or try to take things out of your bag or pocket.

According to the regulations of the Quebec government, Quebec licensed vehicles must replace their winter tires from December 1st to March 15th of the following year. Drivers who do not use winter tires during this period will face fines ranging from 200 to 300 Canadian dollars. If a vehicle in motion is obstructed in view due to excessive snow or ice accumulation, or heavy fog on the windows, the driver may face fines ranging from 100 to 200 Canadian dollars.

8、 Pay attention to the local security situation, pay attention to relevant media reports, and avoid going to areas with poor security. When going out, you should carry a copy of your ID card and the phone number of the relevant contact person in case of emergency. Be cautious when going to religious sites and areas with high risks of religious conflicts and terrorist attacks.

9、 Avoid walking alone at night, traveling by non motorized vehicles, or driving to roads with sparse or unlit traffic; If you get lost, do not park on the roadside at will. Instead, park in a safe and secure place to ask for directions.

When members of a tour group go out, please do not chat with strangers and it is best to avoid acting alone, especially at night when wandering in unfamiliar environments.

10、 When encountering robbery, please remain calm and do not take any risky actions; Under the condition of ensuring personal safety, immediately call 911 (fire alarm, first aid, emergency call) or report to the nearest police station.

11、 Tourists who encounter emergencies during their travels, such as getting lost while hiking or skiing, and need assistance, can directly call 911 to report to the police. The police will contact the search and rescue team for rescue. According to the regulations, search and rescue teams are unable to enter the mountains at night for search and rescue. Tourists should make sufficient preparations and learn outdoor survival skills in advance when engaging in outdoor activities. Relevant information can be found on the North Shore Search and Rescue Team website: www.northshorerescue.com。

12、 When legitimate rights and interests are infringed upon, they should be resolved through legitimate means and avoid using illegitimate methods to complicate the issue.

13、 After arriving at the Canadian school, in addition to completing other normal procedures, international students are requested to contact the Chinese Students and Scholars Association (if any) of our school as soon as possible and provide relevant information such as contact information. After arriving at the school, please contact the International Student Service Center as soon as possible to understand the local medical insurance system, apply for a medical card in a timely manner, and ensure timely medical treatment when needed.

At the same time, please choose to register and register in the "Online Registration for International Students" section of the Education Department (Group) website of the Chinese Embassy in Canada based on the location of the school, and leave relevant information and contact information. If necessary, the education department (group) of the embassy or consulate and the student union can contact the parties or relevant personnel. The website of the Education Department of the Chinese Embassy in Canada ishttp://canada.lxgz.org.cn/The website of the Education Group of the Consulate General in Toronto iswww.educationtoronto.orgThe website of the Education Group of the Consulate General in Vancouver is https://vancouver.lxgz.org.cn/ The website of the Education Group of the Consulate General in Montreal is montreal.lxgz.org.cn.

14、 It is strongly recommended that Chinese citizens preparing to travel to Canada log in to the "Voluntary Registration for Chinese Citizens Going Abroad and Overseas" system under the "Chinese Citizens Going Abroad" section of our website, so that the Chinese Embassy in Canada can contact you more smoothly through the contact information you provided when needed. When providing consular visits, legal assistance, translation recommendations, or even evacuation actions, Chinese embassies and consulates abroad will provide relevant consular services as appropriate.

natural disaster

1、 Blizzard

Most parts of Canada are located in cold regions, and the main natural disasters are winter blizzards. When encountering a blizzard, please pay attention to the following:

(1) Try to stay indoors and avoid going out.

(2) Outdoors, stay away from billboards, temporary structures, large trees, etc. to avoid being hit. When passing under bridges, eaves, and other places, be careful to observe or detour to avoid injury caused by ice melting and falling off.

(3) Non motor vehicle tires can be deflated slightly to increase the friction between the tire and the road surface.

(4) Obey traffic diversion arrangements.

(5) Pay attention to listening to weather forecasts and traffic information to avoid delays in travel due to airport, highway, ferry terminal closures or suspensions.

(6) When driving a car, drive slowly and keep a distance from the car in front. Before turning, the vehicle should slow down in advance to avoid applying the brakes abruptly. Vehicle tires should be equipped with anti-skid chains. Drivers should wear protective colored goggles.

(7) After a traffic accident occurs, a clear sign should be placed behind the vehicle to prevent a chain collision, and the insurance company should be contacted as soon as possible.

2、 Typhoon (hurricane)

Canada is a country prone to typhoons and hurricanes. Typhoons or hurricanes generally occur from April to September, with a high incidence period from June to July, but they can also occur at other times.

(1) Before a typhoon or hurricane arrives, please note the following:

1. Stay informed about hurricane movements and government announcements through radio, television, and other channels at any time.

2. Ensure that doors and windows are secure, familiar with safe escape routes and local shelters.

3. Prepare perishable food, canned water, self rescue medication, and a certain amount of cash.

4. Ensure that household transportation can be used normally, refuel adequately, and comply with government announcements to evacuate to a safe area at any time.

(2) When a typhoon or hurricane approaches, please pay attention to the following:

1. Doors and windows should be tightly closed, indoor power should be turned off, and the use of telephones and mobile phones should be avoided as much as possible.

2. Stay away from doors, windows, and outer walls of the house, and hide in corridors, small inner rooms, wardrobes, basements, or semi basements. Don't go out.

3. If outdoors, please do not avoid wind and rain under large trees, temporary buildings, iron towers, or billboards. Do not linger on mountaintops and highlands, avoid isolated and towering objects.

If on water, one should immediately disembark. If in a car, immediately leave the car and take shelter in a safe place. If in public places, obey commands and evacuate to designated locations in an orderly manner.

4. Before receiving reports of typhoons or hurricanes leaving, even if there is a brief lull, vigilance must still be maintained.

(3) After a typhoon or hurricane, please pay attention to the following:

1. Check the safety of gas, water, and electrical circuits, do not use tap water that has not been confirmed as safe, and do not use burning appliances such as candles indoors.

2. When walking outdoors and encountering roadblocks, flooded roads, or unstable bridges, one should detour and be aware that still water bodies may have conductivity due to cable or wire damage.

3、 Earthquake

Canada experiences approximately 1500 earthquakes annually, of which over 50 can be felt. It is recommended that Chinese citizens traveling to Canada learn more about earthquake protection knowledge in their daily lives. During an earthquake, one should remain calm and not panic. Please pay attention to the following:

(1) If indoors, quickly turn off the power and gas source. Squat down, look for cover and grab onto a fixed object, using the space under a desk, table, or bench, or keeping your body close to the internal load-bearing wall as cover. If there is no writing desk or table nearby, cover your head and face with your arms and crouch in a corner of the room. Stay away from glass products, building exterior walls, doors and windows, and other objects that may fall or collapse, such as lighting fixtures and wardrobes. Only leave the room after the shaking has stopped and outdoor safety has been confirmed. Do not stand by the window or balcony. Do not jump off a building or break a window. Do not use elevators for escape.

(2) If outdoors, stay away from building areas, large trees, large billboards, overpasses, street lights, and electrical cables.

(3) If you are driving a car and ensuring safety, pull over as soon as possible and stay inside the car. Do not park your car under buildings, trees, overpasses, or under power lines and cables. Do not attempt to cross a damaged bridge. Be careful when moving forward after the earthquake stops, and pay attention to the damage of roads and bridges.

(4) If trapped under the ruins, one must have a firm will and use local materials to reinforce the surrounding support. Do not move around to avoid raising dust. Cover your mouth with a handkerchief or cloth. Tap on pipes or walls for rescue personnel to discover. If possible, please use a whistle. Choose shouting when other methods are ineffective, as shouting may cause people to inhale large amounts of harmful dust and consume physical energy. Do not use open flames in enclosed rooms.

Insurance Medical

Canada implements a universal public health insurance system. Local residents all hold medical cards. Canadian doctors are divided into two categories: family doctors and specialist doctors. 90% of local residents have family doctors. In general, patients first go to the family doctor's clinic for consultation, and the family doctor makes simple judgments and treatments. If expert consultation is required, a consultation form shall be issued by the family doctor. In emergency situations or at night, patients can go to the hospital emergency room for consultation, but the medical procedures are more complicated and the waiting time for consultation is longer. If there is obvious discomfort in the body, you can call the 911 emergency rescue number and seek medical attention in a timely manner to avoid delaying treatment.

When applying for a visa, Canada will require applicants to purchase medical insurance in advance depending on the type of visa they intend to apply for. However, short-term visitors to Canada must bear their own medical expenses, which are extremely expensive. It is recommended to purchase medical insurance before departure.
