Visa Entry

Chinese mainland residents traveling to Luxembourg, regardless of the passport they hold, must apply in advance to the visa processing center of the Embassy of Luxembourg in China( https://visa.vfsglobal.com/chn/en/lux )Starting from January 2, 2024, the Consulate General in Shanghai (responsible for Shanghai, Anhui, Jiangsu, Zhejiang, and Fujian) also accepts visas through the agency center. All visas from the Lu side require approval from the Lu Ministry of Foreign Affairs. Luxembourg visas are divided into C category short-term visas (Schengen visas, less than 90 days) and D category long-term visas (Luxembourg visas, more than 90 days), with fees of 80 euros and 50 euros respectively (converted into RMB according to the latest exchange rate of the European Central Bank). If the application is rejected, the fee will not be refunded.

Luxembourg is a member of the Schengen Agreement. Chinese citizens who only travel to Luxembourg can apply for a visa at the Embassy of Luxembourg in China or the Consulate General in Shanghai; If traveling to multiple Schengen Agreement countries at the same time, one should apply to the member state with the longest duration of stay; When the duration of stay is the same, apply to the first country to be visited. According to Schengen visa regulations, visa holders are not allowed to stay continuously for more than 90 days at a time or accumulate multiple stays every six months for no more than 90 days. Long term visas exceeding 90 days are issued by Schengen Agreement countries with their own country specific visas.

Holders of Hong Kong SAR passport and Macau SAR passport are eligible for visa free entry into Macau and can stay for up to 3 months.

Customs epidemic prevention and control

According to the laws of Luxembourg, non EU citizens are allowed to bring in Luxembourg duty-free: 200 cigarettes (or 100 cigars, or 50 cigars, or 250 grams of tobacco), 1 liter of strong liquor with an alcohol content of 22% or more (or 80% ethanol, or 2 liters of regular liquor with an alcohol content of 22% or less). Air and sea passengers can also carry other goods (including perfume, coffee and tea) with a total value of no more than 430 euros duty-free. The total value of the above items carried by other passengers shall not exceed 300 euros. Passengers under the age of 17 are prohibited from carrying tobacco or alcoholic beverages. Passengers under the age of 15 are allowed to carry tax-free items with a value not exceeding 150 euros.

The prohibited and restricted items mainly include: animals and animal products, plants and plant products, endangered species and their products, medicines (excluding those needed by passengers themselves), weapons and ammunition, art collections and antiques, petroleum products (excluding gasoline in travel vehicle fuel tanks and spare fuel tanks of less than 10 liters).

Tax refund upon exit: Tourists residing outside the EU who shop in Luxembourg and make a one-time purchase of more than 74 euros in the same duty-free store (marked as "DUTY FREE") within Luxembourg can request a VAT refund. The steps are as follows:

1、 Apply for a tax refund invoice at the shopping store and present your passport;

2、 Present the purchased item upon customs clearance and have the customs personnel stamp the tax refund invoice (valid for 3 months from the date of purchase);

3、 Request a refund of taxes from the tax refund company.

Residency and Naturalization

1、 Residence

Non EU personnel traveling to Luxembourg are classified into stays of less than 3 months, stays of more than 3 months, and long-term stays of more than 5 years.

(1) Those who meet the following conditions can stay in Luxembourg for no more than 90 days within 6 months: holding a valid passport and visa; Not blacklisted by the Schengen Information System; Not prohibited from entering the country; Not posing a threat to public safety and health in Luxembourg; Proof of legal access to sufficient economic resources and insurance for all risks within Luxembourg; Family reunion within 3 months and providing financial support. A declaration of arrival must be made at the municipal government of the place of residence, and there is no right to work during the residence period, unless otherwise approved by the Ministry of Labor.

(2) Individuals holding the following temporary residence permit visas can apply to reside in Luxembourg for more than 3 months: employees, athletes, students, interns or volunteers, researchers, family members, etc. Within 3 working days after entering the country, an arrival declaration must be made at the municipal government of the place of residence. The receipt of the arrival declaration and the temporary residence permit visa constitute the legal residence certificate before obtaining the residence permit.

Within 3 months after making the arrival declaration, apply for a residence permit at the Immigration Bureau of the Ministry of Foreign Affairs and submit the following documents: a copy of the temporary residence permit visa, receipt of the arrival declaration, medical examination certificate, housing certificate, and proof of residence tax payment (80 euros).

(3) The following non EU individuals are eligible to apply for long-term residency for more than 5 years: those who have resided legally in Luxembourg continuously for at least 5 years, have left the country for a cumulative period not exceeding 10 months, and have sufficient financial resources (without relying on social assistance); Having suitable housing and having health insurance for both oneself and family members; Those who do not pose a threat to public order and security in Luxembourg.

2、 Naturalization

The new Luxembourg nationality law officially came into effect on April 1, 2017. Lu recognizes dual nationality, but the prerequisite is that the applicant's country of origin must also recognize dual nationality. The main ways to automatically obtain Lu nationality are:

(1) At birth, one of the parents was from Luxembourg.

(2) Born in Luxembourg to parents who are not Luxembourgish but one was born in Luxembourg.

(3) Adopted by a Luxembourgian.

The basic requirements for adults to apply for citizenship in Lu are: to have continuously resided legally in Lu and have actually resided there for more than 5 years; Pass the Lu language exam and the Lu citizen life knowledge exam.

The application materials include: birth certificate; Accurate personal information (must use a questionnaire style personal information template, which can be obtained from the Ministry of Justice or downloaded from the website); Certified copy of passport; One or more copies of a criminal record from the past 15 years; Proof of passing the Lu language test; Proof of attendance at the civic duty introduction course.
