Visa Entry

(1) Visa processing

According to the Moldovan law, the visa itself does not automatically give the right to enter the Republic of Moldova. The border police have the right to ask foreigners to show legal entry materials. If they cannot provide them, they may be refused entry even if they hold a valid visa.

The main types of Moldovan visas are:

A visa (airport transit visa) is issued to foreign citizens who transit through the airport and do not enter the country.

B visa (transit visa) is issued to foreign citizens who travel through Morocco to a third country and hold a valid visa for the third country. The duration of a transit stay with a B visa shall not exceed 5 days.

C visa (short-term visa) is issued to foreign citizens who travel to Morocco for official business, tourism, visits, business, transportation, sports activities, cultural, scientific research, humanitarian, and religious activities. There are two types of entry: single entry and multiple entry, with a maximum stay of 90 days within 180 days from the date of first entry.

D visa (long-term residence visa) is issued to foreign citizens who travel to Morocco for business activities, employment, study, family reunion, humanitarian or religious activities, diplomatic and official activities, and medical activities. The validity period shall not exceed 12 months, and the stay period for multiple entries shall not exceed 90 days within 180 days from the date of initial entry. D visa holders can apply for a permanent residence permit in Morocco.

According to the agreement between China and Moldova, Chinese citizens holding diplomatic, official, and public service ordinary passports are exempt from visa requirements within 30 days of entering Moldova. Hong Kong and Macau SAR residents are exempt from visa requirements for short-term (within 90 days) visits to Morocco. Chinese citizens holding valid visas (excluding transit visas) or residence permits from EU or Schengen member states, the UK, the US, Canada, and other countries are eligible for visa free entry into Morocco, with a cumulative stay of no more than 90 days within 180 days.

Holders of other types of passports or travel documents need to apply for a visa before entering Moldova. Short term visitors to Morocco for business, tourism, or visiting purposes can apply for an electronic visa( http://evisa.gov.md/ )Electronic visa is the simplest way to obtain a short-term stay visa without the need to go to the consulate in Morocco. All you need to do is fill out the online application form, upload scanned files, and make payment. After receiving the visa via email, please print it out and bring it with you when traveling to Moldova.

Holders of private passports need to apply for visas at the Embassy of Morocco in China. The required materials mainly include: passport (valid for no less than 3 months); Original invitation letter; Proof of funds of no less than 300 euros per day during the stay in Morocco, with a minimum of 30 euros per day for a period of 10 days; Flight and hotel bookings; Effective medical insurance in Morocco (minimum coverage of 30000 euros); Visa application form, recent color photo (35 x 45mm); Third country visa (such as applying for transit visa).

(2) Entry Notice

1. Entrants holding valid passports and visas must also carry the original or photocopy of the invitation letter with them for future reference.

2. For those who enter the country with a regular passport for official purposes, it is best to provide the original invitation letter from the inviting unit of the Moroccan side when entering to ensure smooth entry. The invitation letter should indicate the name of the invitee, passport number, and contact information of the inviting unit.

3. Except for tourist visas, Moldovan visas can be extended. Visa extensions can only be processed at the Immigration Office of the Moldovan Ministry of Internal Affairs, located at Bulevardul Ș tefan cel Mare ș i Sf î nt 124, Chisinau City, Chișinău)。

4. Visa extension applications need to be submitted to the Immigration Bureau of the Ministry of Internal Affairs of Morocco 3-30 days in advance, depending on the type of visa, before the expiration date of the original visa. Short term visa extensions with a term of 90 days should not exceed a total extension of 90 days within 180 days from the date of entry, and the type of extended visa should be the same as the original visa.

5. To apply for visa extension, it is necessary to submit a passport (valid for no less than 3 months), recent photos (35 x 45mm), a fixed format extension application signed by the applicant, a non fixed format written statement on the reasons for visa extension, a valid entry document for foreign citizens (original and photocopy), a copy of the visa obtained last time and issued by other countries, proof of carrying cash within the legal limit of Morocco, original and photocopy of valid medical insurance during the stay in Morocco, original and photocopy of residence certificate (hotel reservation certificate, authorized notarization with the consent of the property owner, housing lease contract), and other relevant materials.

6. Tourist and transit visas can only be extended in the event of natural disasters occurring within the territory of Morocco, or when the car used by foreign tourists needs repairs or falls ill (with a medical certificate proving that travel cannot continue).

7. Given the regional situation, the Moldovan side continues to implement strict control measures on the entry of third country citizens, especially those who travel through Moldova to Ukraine, with a significant intensity of entry inspections; My Ministry of Foreign Affairs also continues to issue security risk warnings, reminding my citizens not to travel to Ukraine in the near future. For security reasons, please do not travel to Ukraine via Morocco temporarily.

Customs epidemic prevention and control

Moldovan customs regulations prohibit inbound travelers from carrying prohibited items such as drugs; It is not allowed to carry counterfeit or pirated products. Once discovered, the customs has the right to detain them; The tax-free items allowed for each person include: 5 liters of beer, 2 liters of wine, 50 cigars or 200 cigarettes.

When entering the country, individuals carrying foreign currency cash or checks of more than 10000 euros should proactively declare to customs and truthfully fill out the declaration form. When leaving the country, each person carrying cash or traveler's checks in domestic or foreign currency with an amount of less than 10000 euros (or equivalent in other currencies) does not need to provide proof documents to the customs. If the amount of local currency, foreign currency cash or traveler's checks carried when leaving the country is between 10000 and 50000 euros, a document confirming the transfer of funds into Moldova must be presented to customs; A permit issued by a bank to withdraw funds from Moldova; Authorization issued by the National Bank of Moldova to withdraw funds from Moldova.

Passengers carrying endangered wildlife and plants as defined by the Washington Convention must obtain permission from relevant international trade organizations before entering or leaving the country. Individuals have the right to enter the territory of the Republic of Moldova only by presenting the following documents to the customs: an authorization letter issued by the competent authority of the sending country to prove the origin, ownership, and use of valuable items shipped abroad, compliance with the economic policies of the Republic of Moldova, a certificate confirming payment of import tariffs, and a completed customs declaration form.

If the customs authorities suspect that the transported item has cultural value and an individual refutes this, the item may be temporarily allowed to pass, but an authorization letter issued by the Moldovan Ministry of Culture and Tourism must be presented to determine the cost and value of cultural heritage.

Individuals are not allowed to bring items of cultural value out of Moldova. Other valuable items in the fields of art, literature, science, culture, and religion, if transported out of Moldova, require authorization from the Ministry of Culture and Tourism.

Residency and Naturalization

The following reasons can obtain a residence permit in Moldova: studying, employment, family reunion/marriage with Moldovan citizens, seeking medical treatment, engaging in humanitarian, religious, and volunteer activities, etc. The residence permit in Moldova is issued for a period of 1 to 5 years and can be extended.

Moldova's permanent residence permit is issued to the following individuals: 1. Workers or experts who are invited by national institutions and have recommendation letters or urgently needed in Moldova; 2. Family reunification personnel who are in a marital, child, or parental relationship with Moldovan citizens; 3. Individuals who are married to Moldovan citizens and have resided legally in the country for at least three years; 4. Individuals who have resided legally in Moldova continuously for at least five years; 5. Individuals who come to Moldova for work, study, or treatment and continue to reside legally.

Residence and work permit residence policies and related procedures: Moldovan residence is divided into employment residence permit and family residence permit.

Employment residence permit: medical certificate (original) on health status and HIV/AIDS antibody test results, passport copy and attachment, visa with the Ministry of Internal Affairs record seal and validity period, copy of marriage (divorce) certificate, spouse's ID card original and copy, opinions of employment office, copy of labor contract, copy of housing contract, degree certificate and skill certificate, three 5x6cm photos, receipt for confirming payment.

Family residence permit: original national passport, original immigration certificate, copy of marriage certificate, birth certificate of children under 18 years old, copy, copy of spouse's ID card, HIV/AIDS medical test, copy, copy of lease contract approved by the notary public, medical certificate related to blood type.

Foreign citizens and stateless persons who wish to work in Moldova must obtain a work permit from the National Employment Agency.

In order to grant the right to work, the employer or its legal representative shall submit the following documents to the National Employment Agency: an application submitted by the company/organization/institution to the National Employment Agency; Applications submitted by employed immigrants; Copy of the permit issued by the National Employment Bureau; Copy of company/organization/institution documents (latest excerpt from company registration certificate, national register of enterprises, national register of non-governmental organizations, or work authorization/license, if applicable); Compliance documents of the company; Original individual labor contract; The national identity card of foreign citizens or the identity card of stateless persons, which specifies the content related to crossing national borders and its copies; A certified copy of the document confirming eligibility for invitation in Moldovan language; Medical certificate on health status and HIV/AIDS antibody test results (original); The contract of renting a house; A 5 × 6cm white background color photo; Certified Romanian language with no criminal record.

Foreign citizens planning to stay in Moldova for more than 90 days must apply for a residence permit from the Immigration Department of the Ministry of Internal Affairs. In the second half of 2018, the Moldovan government launched the Moldovan Citizenship by Investment (MCBI) program. Applicants can make certain economic contributions to the country through the Moldovan Public Sustainable Development Fund (National Investment Fund), and after due diligence, applicants and their family members can obtain Moldovan citizenship without the need to master the language or history of the country, and without being limited by residency requirements. However, individuals who have been denied visas by countries or regions with visa free or visa on arrival policies and subsequently failed to obtain visas in that jurisdiction are not eligible for the MCBI program.

The MCBI program requires a one-time donation of 100000 euros or more to the Moldovan National Investment Fund, which will be used for the development of infrastructure, healthcare, education, and the promotion of tourism and culture in Moldova. The donated money is non refundable. In addition, the Moroccan government will also charge administrative fees, due diligence fees, government processing fees, passport issuance fees, and other fees. The final cost of naturalization for one applicant is about 146300 euros, and for a family of four, it is about 208200 euros.

Foreign citizens and stateless persons residing abroad must have their identification documents stamped with the entry seal and visa of the Republic of Moldova, and include their residency status in the Republic of Moldova.

Moldova has only one international airport - Chisinau International Airport, with 19 airlines currently operating charter and scheduled flights to approximately 40 destinations worldwide. 3. Common Etiquette: Shaking Hands, Facing Hands, Embracing, and Kissing Hands.  

4. Main taboo: Moldovans are very hospitable and often use homemade wine as a beverage to entertain guests. In this situation, guests should not refuse the host's hospitality, but should toast to the host and drink everything in one gulp to show friendliness and respect for the host. When dining at the same table, the host should avoid others playing with knives and forks or bumping into utensils. It is also unsightly to pick up a plate and eat vegetables or soup, and there should be no noise when drinking soup or noodles.
