Customs epidemic prevention and control

Each passenger entering Mongolia must fill out an "Entry Declaration Form" and keep it for inspection upon departure.

According to relevant regulations, each passenger is allowed to carry the following items tax-free: cigarettes, 1 pack (200 cigarettes and 250 grams of tobacco); Wine: 1 liter of Baijiu, 2 liters of red wine and 3 liters of beer.

When carrying 5.58-22.28 million images (equivalent to 466 images at the June 2024 exchange rate) or cash in the same currency for entry and exit, it is necessary to truthfully declare to the Mongolian Customs. When exceeding 22.28 million maps or equivalent currency are exported from Mongolia, a proof of funding source provided by the Mongolian financial department and uniformly printed by the Central Bank of Mongolia must be provided.

Except for general prohibitions on carrying items, when entering or leaving Mongolia, special attention should be paid to not carrying minerals, maps with Mongolian geological data printed on them, mobile media and computers storing Mongolian geological maps and data, etc., to avoid unnecessary trouble. If you purchase antiques, fossils, or other items, you must go through export procedures with the relevant departments in Mongolia. Some shops with special permits can also obtain export certificates for the cultural relics they sell.

For migrant workers entering Mongolia through the Zamyn Uud port, the Mongolian health and epidemic prevention department sometimes checks the "International Travel Health Certificate" and "International Vaccination Certificate". It is recommended that migrant workers in Mongolia obtain the above certificates in advance and receive vaccinations as appropriate.

Residency and Naturalization

1、 Residence

Foreign citizens entering Mongolia should complete the relevant registration procedures with the Mongolian Foreign Citizens and Nationality Affairs Administration (hereinafter referred to as the Immigration Bureau) within 48 hours of arrival, through the citizens, commercial entities, or organizations that provide accommodation for them.

Foreign citizens can apply for a residence permit from immigration and other approval agencies. Depending on the visa, the duration of the residence permit varies from 1 to 5 years, and the extension period can range from 6 months to 3 years.

To work in Mongolia, one should hold a Mongolian labor visa rather than a tourism or investment visa, and can only engage in the industries specified in the visa. For example, foreign citizens holding a "C1" visa can only enter the country from the road, bridge, and construction industries. After arriving in Mongolia with a work visa, the employing unit must promptly pay the "job fee" for foreign workers to the Mongolian General Administration of Labor and Welfare Services and apply for a residence permit at the immigration office. For specific matters, please consult the Mongolian Embassy in China or the Mongolian Immigration Bureau.

2、 Nationality

Mongolia does not recognize dual citizenship. Foreign citizens who apply for Mongolian citizenship must first renounce their original nationality.

To apply for Mongolian citizenship, the following conditions must be met: having certain living abilities and economic sources; Understand the customs and habits of the Mongolian people, the official language, the Mongolian Constitution, etc., and have resided in Mongolia for at least five years before applying for citizenship, with no criminal record. If becoming a Mongolian citizen, the relationship between the citizen and foreign countries should not harm the reputation and interests of Mongolia.

The Mongolian law states the issue of nationality for children born in Mongolia as follows: (1) Both parents are Mongolian citizens, and their children have Mongolian nationality regardless of whether they were born in Mongolia or not. (2) If one parent is of Mongolian nationality and the other is of foreign nationality, their children born within the territory of Mongolia have Mongolian nationality. If the child is born abroad, the parents shall sign a written agreement to choose the nationality of the child. (3) One parent is of Mongolian nationality and the other is a stateless person, and their children have Mongolian nationality regardless of their place of birth. (4) Children within Mongolia whose parents are unknown have Mongolian nationality. (5) Children born to stateless parents residing in Mongolia who have reached the age of 16 may voluntarily apply for and obtain Mongolian citizenship. (6) Mongolian children under the age of 16 adopted by stateless persons have Mongolian nationality.

For details, please consult the Mongolian Immigration Bureau.

public security

Overall, the local security situation in Mongolia is generally acceptable, but theft has occurred in markets, supermarkets, and train stations. Meanwhile, due to the severe wealth disparity in Mongolian society in recent years, it has caused some social conflicts and problems, which have had a certain impact on social security. Remind Chinese citizens in Mongolia to pay attention to safety and strengthen prevention:

(1) Choose a location with good security conditions for office or residence, and if conditions permit, install video phones and surveillance.

(2) Do not store or carry large amounts of cash and valuables in office or residence, avoid separating people and bags when traveling, visiting, or shopping, and do not reveal wealth to unidentified individuals.

(3) When entering or leaving the residence, carefully observe the situation inside the stairs, especially paying attention to whether you are being tracked or if someone is hiding or ambushing.

(4) If a stranger knocks on the door, please handle it with caution. Try to minimize nighttime outings and avoid going to remote places.

(5) If robbed, remain calm, avoid disputes or physical conflicts with the robber, immediately report to the local police after confirming that there is no safety threat, and contact the Chinese Embassy in Mongolia if necessary.

(6) According to the Mongolian Law on the Legal Status of Foreign Citizens, foreign citizens in Mongolia must carry their passport or a valid document issued by the Mongolian authorities with them. Any violation will result in punishment. Please be sure to bring relevant documents when Mongolian Chinese citizens go out.

natural disaster

Mongolia has a continental climate, with long winter and short summer, dry climate, cold winter weather, frequent wind and snow disasters in the west, frequent foot and mouth disease epidemic in the east, and occasional earthquakes and pestis.

Reasonably choose tourism projects. Please do not go to undeveloped or unsafe areas to avoid participating in high-risk tourism projects. The road conditions in the pastoral area are poor, the communication network is poor, and the population is sparse. It is necessary to participate in the group operation and not go alone. Be cautious when choosing horse riding or water wading activities, wear protective gear and life jackets according to safety instructions, and beginners must seek professional accompaniment.

FDA

The basic situation of drinking water and food safety is good, but due to the large number of hepatitis patients in Mongolia, hygiene should be paid attention to in daily life to prevent the risk of transmission.

land transport

As of 2023, the total length of highways in Mongolia is 111916 kilometers, including approximately 12158 kilometers of hard roads and 99758 kilometers of dirt roads, with poor road conditions. At present, Mongolia only has one expressway (Ulaanbaatar New Airport Expressway). Both left-hand and right-hand drive vehicles can drive on the road, but they must drive on the right side.

Due to the open grasslands and complex road conditions, Chinese citizens are reminded to carry GPS satellite positioning devices and satellite communication devices when driving for long distances, travel in multiple vehicles, prepare sufficient food and drinking water, and carry valid travel documents for inspection by Mongolian law enforcement agencies. In case of heavy rainfall or snowfall, avoid traveling.

As a contracting party to the Vienna Convention on Road Traffic, Article 4 of Chapter 17 of Mongolia's Road Traffic Safety Law stipulates that it is not allowed to drive motor vehicles in Mongolia with a non contracting country driver's license or other international driver's license. Chinese Mainland has not acceded to the Convention, so Mongolia does not recognize the driving license of Chinese Mainland (including the notarized translation).

Small motor vehicles of registered residence population at border ports of China can drive in border counties adjacent to Mongolia, but cannot enter other regions of Mongolia after they have been filed with local public security organs and obtained permits. Other small motor vehicles with Chinese license plates are not allowed to drive in Mongolia, and Mongolia does not issue temporary license plates to Chinese vehicles.

Self driving tours in Mongolia require obtaining a Mongolian driver's license and renting a vehicle registered with a license plate in Mongolia. To obtain a Mongolian driver's license, one must apply for a permanent residency card and pass the driver's license exam.
