Visa Entry

1. Visa Notice

Chinese citizens holding diplomatic or official passports are exempt from visa requirements for travel to Montenegro. According to the Montenegrin Government Gazette No. 23 of 2017, starting from April 15, 2017, Chinese citizens holding official ordinary passports can enter and transit Montenegro without a visa and stay for no more than 30 days with a specific format invitation letter issued by the Montenegrin legal entity; Chinese citizens holding ordinary (private) passports can enter and transit Montenegro without a visa and stay for no more than 30 days when traveling in groups, with proof of paid itinerary, transportation receipts for returning to China or going to a third country, and other certificates issued by travel agencies. The travel group referred to here refers to a group of travel agencies that have signed a Montenegrin tourism market access agreement between China and Montenegro (and the agreement has been certified by the Montenegrin Ministry of Sustainable Development and Tourism). Before participating in a tour group, tourists must confirm with the travel agency whether they have the qualifications to receive visa free entry for Black China tourist groups as mentioned above. If it is a one-day trip from a third country to Black Sea and does not stay overnight, that is, a tour group that cannot provide relevant "paid itinerary arrangements", this visa facilitation policy is not applicable.

In addition, Chinese citizens holding regular and official passports, as well as multiple valid Schengen, US, UK, Ireland visas, or legal residence permits in the aforementioned regions and countries, do not need to apply for a Montenegrin entry visa and can stay in Montenegro for no more than 30 days (while not exceeding the visa validity period).

Holders of official and regular passports can apply for visa types when traveling to Montenegro:

(3) Short term residence visa (C) is used for tourism, business, and other purposes, with a stay of no more than 90 days.

Epidemic prevention regulations during the epidemic: in view of the development situation of COVID-19, Montenegro has implemented entry and epidemic prevention regulations including the following provisions.

(1) All passengers entering Montenegro from countries and regions other than Albania, Bosnia and Herzegovina, Croatia, Serbia, Northern Macedonia, Russia, Belarus, Ukraine, Switzerland, Moldova, Israel, the European Union and Kosovo (passengers here refer to citizens of the above countries and regions, or foreigners with residence permits in the above countries and regions, or passengers who have stayed in the above countries and regions for at least 15 consecutive days before entering Montenegro), must hold the negative result of PCR test for SARS-CoV-2 issued by a regular medical institution as of entry within 72 hours, or COVID-19 IgG antibody issued as of entry within 30 days. (3) All types of merchants strictly limit traffic, and maintain a 2-meter social distance in various indoor and outdoor public places.

(4) It is prohibited to hold various indoor and outdoor gatherings such as weddings and birthdays.

(5) Visiting medical, social security, welfare and other institutions is prohibited.

Montenegro does not implement a visa on arrival system. Black visas can only be obtained through application at Montenegrin embassies and consulates abroad. Due to urgent humanitarian reasons and obtaining special permission from the Border Police Department of the Black State Police, black visas can be issued to foreign citizens at black border ports.

Customs epidemic prevention and control

Montenegro is committed to joining the European Union, and its customs regulations are gradually aligning with those of EU member states, with stricter restrictions. Passengers who bring personal belongings into the country do not need to declare, and are not allowed to bring animal derived food (such as meat, meat products, milk, dairy products). They can only bring a maximum of $10000 (equivalent) in cash each time they enter or exit the country, and must declare it to customs if it exceeds the limit. Valuable professional and technical equipment must be declared upon entry. Animals must have an international quarantine certificate upon entry, and no plants are allowed to be brought into the country without approval. Residency and Naturalization

1. According to the length of residency, residency in Montenegro is divided into three categories: short-term residency within 90 days; Temporary residency; Long term residency.

(1) Regarding short-term residency within 90 days

C visa holders can stay in Montenegro continuously or cumulatively for 90 days within 180 days. If the visa is valid multiple times, they can re-enter Montenegro and reside there again after 180 days.

(2) Regarding Temporary Residence

a. Foreigners who stay in the black for more than 90 days and for the following purposes should apply for temporary residence permits: family reunion; Accept secondary and higher education; Participate in international student exchange programs; Participate in internships or training; Participate in scientific research activities; Receive treatment; Humanitarian reasons; Handling real estate; Engage in religious activities.

The Ministry of Internal Affairs shall give a reply on whether to approve the application within 40 days after the foreigner submits the application. The period of validity of the temporary residence permit shall not exceed one year. Foreigners can apply to the Ministry of Internal Affairs for extension 30 days before the expiration of the temporary residence permit. The period of validity of the temporary residence permit can be extended for another year after approval.

b. Foreigners who have stayed in the black for more than 90 days and are engaged in long-term work, seasonal work and temporary secondment work shall apply for temporary residence and work permits. Foreigners shall apply to the Ministry of Internal Affairs at their place of residence. Foreigners holding Class D visas shall apply to the Ministry of Internal Affairs within 10 days after obtaining the visa. The Ministry of Internal Affairs shall approve the application within 20 days of submission. If the applicant fails to take the permit within 5 days after approval, it shall be deemed as an automatic waiver.

Temporary residence and work permit for long-term work: the validity period shall not exceed one year. At the latest 30 days before the expiration, foreigners or employers shall apply to the Ministry of Internal Affairs for extension in the residence or work place, and the extension can be extended for another year upon approval.

Temporary residence and work permit for seasonal work: valid for no more than 6 months and not spanning years; If the validity period is less than 6 months, it can be extended to 6 months after application.

c. Temporary secondment refers to foreigners who are engaged in abnormal work within the territory of Montenegro for a limited period of time.

d. The conditions for applying for temporary residence permit, temporary residence permit, and work permit are: having sufficient funds to sustain their livelihood; Having a fixed residence; Having health insurance; Not affecting national security, public order, and public health.

e. Cancellation of temporary residence permit: violation of entry regulations for foreigners; Operating or working without a license, or violating the Alien Law; Engaging in activities that do not match the temporary residency status; Being required to leave the country within a specified period or being expelled from the country; Temporary residency expires; No valid reason for applying for temporary residence; Staying outside of Montenegro for more than 90 days during the temporary residency period.

(3) Regarding long-term residency

a. Foreigners who have obtained temporary residence permits or temporary residence and work permits and have resided in Montenegro for more than five consecutive years shall apply for long-term residence permits. Continuous residence refers to the period of temporary residence in Montenegro, where the cumulative time of leaving Montenegro does not exceed 10 months or the continuous period does not exceed 6 months. But the following time is not included in the 5-year period: the time spent in black receiving secondary and higher education; The time spent managing real estate in the dark; The time spent on seasonal or temporary secondment work in the dark. In addition, children born to at least one parent with a long-term residence permit automatically have a long-term residence permit.

b. The conditions for applying for a long-term residence permit are: holding a valid travel document; Not violating Montenegrin laws; Not violating the laws of the country issuing the travel document; Having funds to sustain one's livelihood; Having health insurance; Having a fixed residence; Not posing a threat to the national security, public order, and public health of Montenegro; I already have a temporary residence permit.

c. Application: Foreigners submit long-term residence applications to the Ministry of Internal Affairs at their places of residence.

d. Approval: The Ministry of Internal Affairs should approve the application within 6 months of submission.

e. Replacement: The validity period of the long-term residence permit is 5 years, and the validity period of the long-term residence permit for children under 4 years old is 2 years. Foreigners shall apply for changing the permit 30 days before the expiration of the permit at the latest.

2. Nationality and immigration policies:

Foreigners may apply for Montenegrin nationality under the following circumstances:

(1) Having resided continuously in Montenegro for more than 5 years, with a fixed job and stable income;

(2) Marriage with Montenegrin for more than 3 years;

(3) If one parent is Montenegrin, their child naturally has Montenegrin nationality;

(4) Minors adopted by Montenegrins;

(5) Born in Montenegro, the parents are foreigners, and at least one parent is also born in Montenegro;

Montenegro currently has two airports, namely Podgorica Airport and Tivat Airport.
