Visa Entry

1、 Visa processing

(1) The Embassy of Mozambique in China and the Mozambique Immigration Bureau are responsible for reviewing and issuing entry visas for Mozambique. There are 15 types of Mozambique visas: diplomatic visa, hospitality visa, official visa, student visa, border visa, business visa, work visa, transit visa, tourist visa, residence visa, visit visa, cultural and sports visa, investment visa, temporary residence visa, and cabin crew visa. The application fee for the above-mentioned visas in China is 800 RMB, with an urgent fee of 520 RMB.

1. Business visa applicants are required to provide an invitation letter from Mozambique, a return air ticket order, as well as the business license, legal representative documents, and tax payment certificate of the inviting company. Among them, the invitation letter must be notarized by Mo Notary Office. Business visa holders are not allowed to stay or work in Mauritius.

2. Tourist visa applicants are required to provide proof of personal financial ability, return flight tickets, and hotel bookings in Mozambique. Since 2007, Mo has become an overseas tourist destination in China, and tourist visas can be processed through Chinese travel agencies recognized by Mo's embassy in China. Tourist visa holders are not allowed to stay or work in Mozambique.

3. Applicants for work visas are required to provide a copy of their labor contract, a double certified certificate of no criminal record in China, a work permit issued by the Ministry of Labor and Social Security, and a "health inspection and quarantine certificate" with a record of yellow fever vaccine injection.

4. Applicants for residence visas, including adults and their spouses and children who intend to settle in Mozambique, are required to provide a double certified certificate of no criminal record in China, proof of personal financial ability, proof of residence in Mozambique, work permit, and a letter of introduction issued by their employer. Minors are also required to provide a responsibility statement issued by their guardian.

5. The agreement between China and Mozambique on mutual exemption of visas for personnel holding diplomatic or official passports stipulates that citizens of both countries holding valid diplomatic or official passports who stay in the territory of the other contracting country for no more than 30 days are exempt from visa application.

(2) Starting from April 2023, Mozambique will unilaterally implement visa free access for Chinese citizens holding ordinary passports or official ordinary passports to travel, conduct business inspections, and other activities in Mozambique. The duration of stay after entry shall not exceed 30 days. If necessary, an extension can be applied to the local immigration office once, with a total duration not exceeding 60 days. The required documents for visa free entry procedures include a passport with a validity period of no less than 6 months, a return flight ticket order, proof of local accommodation, and a 650 meticar handling fee (which can be paid in cash or by card).

Attention: After completing the visa free entry procedures, relevant payment vouchers must be properly kept for inspection by immigration management departments during exit and other situations.

2、 Entry and exit

Airport entry personnel are required to fill out an entry registration card, along with their passport (valid for no less than 6 months), and submit it to border immigration officials for entry procedures. Their fingerprints should be recorded, and their checked baggage should be collected. After customs inspection, they can exit the country.

(1) Entry personnel should carry with them a "Health Inspection and Quarantine Certificate" (small yellow version) with a record of yellow fever vaccine injection, as well as copies of the documents provided when applying for a visa, especially the invitation letter from Mozambique, the inviter's address, contact information, and other documents, for the purpose of inspection by Mozambique immigration authorities upon entry.

(2) Holders of Mozambique visas are not necessarily allowed to enter the country, and the final decision on whether to allow entry is made by the immigration authorities at the Mozambique port.

(3) The Mo government did not provide me with the treatment of a 'visa on arrival' for citizens. Entry personnel can apply for a "border visa" (Visto de Fronteira, fee of $50, non extendable) at the immigration office of Mozambique with their visa application materials. The final decision on whether to issue the visa is made by the immigration office of Mozambique. In principle, "border visas" are issued to foreign citizens from countries that do not have embassies or consulates abroad. Since 2017, the Mo government has relaxed the scope of issuing "border visas" to encourage the development of the tourism industry. However, due to the discretionary power of the immigration authorities at the Mo Port in issuing "border visas", there is a risk of visa refusal and deportation for applicants. Therefore, in order to avoid entry obstruction, it is recommended that Chinese citizens obtain their visas and then Mo.

(4) The border inspection department of Mo Customs is relatively strict in checking the luggage of incoming and outgoing passengers, and fines for carrying prohibited items have occurred from time to time. Please cooperate with the inspection voluntarily, and it is not recommended to provide tips.

Customs epidemic prevention and control

(1) The luggage and items carried by entry and exit personnel must undergo customs inspection, and personal belongings such as clothing, cameras, photography equipment, etc. can enter and exit duty-free.

(2) Each person can bring 200 cigarettes or 100 cigars or 250 grams of tobacco, 1 liter of strong liquor or 2.25 liters of wine, 50 ml of perfume or 250 ml of cosmetics, appropriate amount of personal commonly used drugs, and those under the age of 18 are not entitled to tobacco and alcohol tax exemption.

Since July 2017, Mozambique has fully implemented the Stamp Duty Act on Tobacco and Alcoholic Beverages. All tobacco and alcoholic beverages transported and sold within Mozambique must be affixed with stamp duty stamps issued by the Mozambique tax department. Due to the inability to handle stamp duty and other procedures at customs for scattered tobacco and alcohol products entering the country with passengers, any excess carried will be directly confiscated by customs.

(3) Carrying goods exceeding $200 or cash (or bank checks) exceeding $5000 entering or leaving the country must proactively declare the excess amount to customs.

(4) To purchase wood carvings, prints, pottery, tapestries, wax prints, and bamboo weaving products from Mozambique for export, one must apply for a certificate of possession from the Ministry of Tourism and Culture of Mozambique.

(5) When purchasing seafood products such as shrimp, fish, crabs, squid, and sea cucumber for export, one must apply for a carrying certificate from the Ministry of Ocean, Inland Water, and Fisheries of Mozambique. The single category of seafood carried must not exceed 4 kilograms, and the total weight must not exceed 6 kilograms.

(6) The prohibited and restricted items for entry and exit mainly include animals and plants, vegetables, meat products, herbal raw materials, obscene materials, counterfeit and pirated products, firearms and other weapons (carrying firearms requires a license), narcotics, tortoiseshell, and tortoiseshell products. If discovered, Mo Haiguan will be fined and confiscated, and those involved in illegal activities may be held criminally responsible. Special attention should be paid to not carrying wildlife products such as ivory, rhino horn, seahorses, pangolins, lions, sharks, etc. Once discovered, a fine of up to 1 million meticar and up to 16 years in prison may be imposed.

(7) Those who cannot provide a "health inspection and quarantine certificate" (small yellow version) with a record of yellow fever vaccine injection must have the vaccine injected by Mo epidemic prevention personnel at the port of entry and pay the injection fee.

Residency and Naturalization

(1) Foreign citizens are not allowed to stay in Mozambique for more than the duration allowed by their visa (generally not exceeding 30 days). After the expiration of the stay period, holders of multiple entry visas must leave Mozambique. Holders of single entry visas can submit an application to the immigration office to extend their stay in Mozambique (tourist and business visas can be extended to 90 days; work and residence visas can be extended to 60 days; transit visas cannot be renewed, with a stay period of no more than 7 days; border visas cannot be renewed, with a stay period of no more than 30 days).

(2) To apply for a Alien Residence Permit (DIRE), you must obtain a residence visa in advance. There are three types of residence permits for foreigners in Mozambique. The temporary residence permit is valid for one year and can be renewed continuously for one year each time; The long-term residence permit is valid for 5 years and can be renewed continuously for 5 years each time. Individuals aged 65 and above who hold a long-term residence permit can apply for a permanent residence permit.

(3) Foreign citizens who meet the following conditions may have Mozambican nationality: their parents are foreign citizens, they were born in Mozambican and voluntarily apply to acquire Mozambican nationality; Foreign citizens who have been married to a citizen of Mozambique for more than 5 years, voluntarily renounce their original nationality, declare their willingness to acquire Mozambique nationality, have settled in Mozambique, fulfill relevant obligations, and comply with legal provisions; Foreign citizens who are over 18 years old and have resided in Mozambique for more than 10 years, voluntarily renounce their original nationality, declare their willingness to acquire Mozambique nationality, master Portuguese, have personal economic sources, fulfill relevant obligations, and comply with legal provisions.

matters needing attention:

1. Foreign citizens holding temporary residence permits who have been away for more than 90 days without notifying the immigration office will have their residence permits cancelled. Foreign citizens holding long-term residence permits who have been away for more than 5 years without notifying the immigration office will have their residence permits cancelled.

2. Foreign citizens holding residence permits should apply for an extension to the immigration office before the expiration of their residence permit. Those holding expired residence permits will be fined 200 meticar per day.

3. Foreign citizens holding residence permits who change their personal information should notify the immigration office within 30 days of the change, otherwise they will be fined 200 meticar per day.

4. Foreign citizens holding residence permits who change their residence in Mozambique should notify the immigration office in advance, otherwise they will be fined 2000 meticar per day.

5. Foreign citizens who overstay their visas or do not obtain a residence permit and reside in Moffa will be fined 2000 meticar per day. If they are found to be illegally residing when leaving the country, the fine will increase by 50%.

Mozambique currently has one orange (high-risk) area and the other areas are yellow (medium risk). Specifically, as follows:

1、 Orange region: Cape Delgado Province. The Ministry of Foreign Affairs reminds Chinese citizens to travel cautiously to the province of Cabo Delgado in Mozambique in the near future. Personnel and institutions in the area have closely monitored the development of the situation, maintained high vigilance, strengthened security precautions and emergency preparations, and ensured personal and property safety. 2、 Yellow area: Other areas except for the orange area. At present, the political situation in Mozambique is relatively stable, and the overall social security situation is good. However, incidents of theft, robbery, and kidnapping occur from time to time, and due to the mobility of criminals between neighboring countries, the difficulty of solving cases is high, resulting in a low detection rate.

(1) The terrorist forces in the northern province of Cabo Delgado have not been eradicated yet, and terrorist attacks occur from time to time. The security situation remains complex and severe. The Ministry of Foreign Affairs and the Chinese Embassy in Mozambique remind Chinese citizens to travel to the region with caution.

(2) Personal identification documents such as passports and residence permits should be properly kept and copies should be kept. When going out for activities, please carry your identification documents or notarized copies with you. Be careful with personal valuables such as cameras and mobile phones. Do not carry large amounts of cash with you. Avoid returning late at night and travel together at night. Carefully choose entertainment venues.

(3) Homes and shops should close their anti-theft doors and avoid storing large amounts of cash. Mozambique has a tropical climate with abundant rainfall, with an annual precipitation of 800 to 1200 millimeters and an average annual temperature of 20 ℃. The warm and humid season is from October to March of the following year, and the cool and dry season is from April to September. The northern region is relatively hot, with local temperatures reaching up to 40 ℃ during the rainy season, while the southern region is relatively cooler. Mo has frequent floods and droughts, and is prone to natural disasters such as hurricanes and storms during the rainy season.

The overall food hygiene situation in Mozambique is good, with few food safety issues. Mozambique's international routes mostly lead to Qatar, Portugal, Ethiopia, Angola, Kenya, South Africa, Türkiye and other countries. Currently, there is no direct flight to China. (1) Mozambique's national highway network is 23300 kilometers long, including more than 1242 kilometers of trunk roads, 4129 kilometers of second-class highway and 11225 kilometers of third-class highway. The main highways include the N1 highway connecting the north and south, the N4 highway connecting the capital Maputo with South Africa, and the N6 highway connecting the central city of Beira with Zimbabwe. (3) Chinese driver's license cannot be used locally, and Chinese citizens need to obtain a Mo driver's license through formal channels before they can drive locally.

Please note that:

(1) When driving in Mo, you should carry the original or notarized copies of your local driver's license, residence permit, and passport with you.

(2) The vehicle is right-hand drive and left-hand drive. Due to poor road conditions and frequent traffic accidents, it is important to pay attention to safety and fasten your seat belt while driving. The coastline of Mozambique is over 2600 kilometers long, with 15 ports including Maputo, Beira, and Nacala. The inland waterway is about 1500 kilometers long, with ferries running between them.

Urban transportation

Maputo City: The capital of Mozambique, located at the southern end of the country, facing the Indian Ocean, with a population of approximately 2 million. Bella City: The capital of Sofala Province in central Mozambique, it is the second largest city and main port in Mozambique.

Nampula City: Nampula Province in northern Mozambique, is the economic center of northern Mozambique.

Commodity prices

The main food crops in Mozambique include corn, rice, soybeans, cassava, etc. The grain, vegetables, and meat produced by Mo cannot meet domestic demand, and the materials rely heavily on imports from South Africa and Portugal, resulting in relatively high overall prices. The local currency, Metical, is valued at approximately 64:1 against the US dollar (according to data from the Central Bank of Mozambique in October 2023) and can be freely exchanged for foreign exchange at banks, exchange shops, and foreign exchange. Insurance Medical

(1) Mozambique is mainly endemic to malaria, AIDS, cholera, tuberculosis, dengue fever and other diseases, and should seek medical attention as soon as they become ill. Customs taboos

(1) Mozambicans have a gentle temperament and treat people warmly and politely. They pay attention to greeting each other when meeting for the first time every day. I will greet guests proactively, warmly, and shake hands. When men and women meet for the first time, they should nod and smile in greeting. (3) Do not respect local religious beliefs. 45.6% of the population believes in Christianity and Catholicism, 31.9% believes in primitive religions, 19.7% believes in Islam, and 2.8% believes in Hinduism and other religions. Muslims fast pork and avoid using pig products, and also dislike people talking about pigs. Please do not joke about others' religious beliefs.

Communications Power

(1) The country code for Mo is 258, and the domestic direct dialing method is 00258+local number. There are three mobile communication service providers (MCEL, VODACOM, MOVITEL) that provide 3G and 4G wireless internet services. Mo Mobile Card is compatible with domestic mobile card slots and can be directly inserted for use. The mobile network is based on WCDMA standard, and it is recommended to use a full network mobile phone.

(2) The Internet business in Mozambique is mainly operated by TDM, TVCABO and MOVITEL. The Internet capacity is limited and the speed is slow. Wired Internet access is available in major cities.

(3) The voltage is 220V/240V 50hz. The plug and socket standards are cylindrical two core plugs and two hole sockets. Before going to Mozambique, you should prepare a conversion plug for charging your portable devices.

(4) Postal services are available in the capital and major cities of Mozambique, but the local postal infrastructure and services are outdated, resulting in occasional lost packages. DHL and EMS have branches in the capital Maputo, with relatively good service quality.
