Visa Entry

According to the agreement between the two countries, Chinese citizens holding diplomatic, official, or public service ordinary passports can enter North Korea visa free for a stay of no more than 30 days, but must be invited by the North Korean reception unit before they can visit North Korea.

Before traveling to North Korea with a private ordinary passport, one must obtain a visa or tourist permit outside of North Korea. Business negotiations in North Korea require an invitation from the North Korean reception unit, and visa application procedures can be directly inquired with the North Korean reception unit. When applying to visit relatives and friends in North Korea, one must present an invitation letter issued by a North Korean relative and a consent letter from the relevant North Korean agency before applying for a visa. The consent letter should be applied for by the North Korean relative to the North Korean immigration agency. When holding a border entry and exit permit to go to North Korea, one should enter the designated port and operate in the designated border area. If one needs to go to other areas, the consent of the North Korean entry and exit agency should be obtained.

The agencies responsible for processing North Korean visas and other documents outside of North Korea are North Korean diplomatic and consular representative offices stationed abroad. The diplomatic and consular representative offices of North Korea in China include the Embassy of North Korea in China, the Consulate General of North Korea in Shenyang, the Dandong Consular Office of the Consulate General in Shenyang, and the Consulate General of North Korea in Hong Kong. The office of Chao International Travel Agency in China and other institutions are responsible for handling tourist permits, which must be applied for through the travel agency.

The authority responsible for the entry and exit management, visa issuance and extension of foreigners in North Korea is the Korean Entry and Exit Agency.

The validity period of a North Korean visa is calculated from the date of issuance, and the duration of stay is calculated from the date of entry into North Korea. Entry and exit must be made within the validity period of the visa, which includes the duration of stay in North Korea and cannot exceed the validity period of the visa. Foreigners visiting the DPRK must be invited and received by the DPRK unit. The DPRK personnel will greet them at the railway station or airport and send them to the hotel for accommodation. The DPRK reception personnel will accompany them throughout the visit. All matters related to the visiting group and personnel in the DPRK should be contacted and arranged through the accompanying personnel. According to the North Korean Entry and Exit Law, foreign groups and individuals must be accompanied by a North Korean reception unit or a North Korean person holding a visitor's passport to the local entry and exit management agency to handle residence registration within 48 hours after entering the country and arriving at the destination. The North Korean entry and exit management agency will stamp and mark the arrival and departure dates on the passport. On the same day, round-trip personnel, crew members, and international train attendants do not need to go through registration procedures.

Customs epidemic prevention and control

Please do not bring audio and video, newspapers, books, promotional materials, CDs, and other products that do not match the national conditions of North Korea into the country. Before entering the country, please carefully check the storage contents of personal items such as computers, cameras, USB drives, CDs, etc., and promptly and thoroughly clean up any documents that may cause unnecessary problems. When entering the country, cooperate with border personnel to inspect and truthfully declare foreign exchange, mobile phones, and other personal belongings according to regulations.

If you hold an international travel health certificate, please carry it with you. After arriving in the morning, depending on the situation, you may need to undergo a health status check. Passengers from infectious disease areas such as typhoid fever, cholera, measles, etc. are required to present proof of vaccination against infectious diseases.

The relevant regulations of North Korean customs on the items carried by inbound and outbound passengers

1. Carrying cash, etc

Articles such as foreign exchange, negotiable securities (bank securities, cheques, treasury bond, bills of lading, etc.), precious metals, precious stones, etc. brought into the country must be declared to the customs.

Carrying foreign currency or equivalent securities, precious metals, and gemstones of over 1000 euros out of the country requires confirmation of their source and declaration of customs clearance based on the name and quantity declared to the North Korean customs upon entry or proof documents from relevant banks in North Korea.

The currently circulating North Korean currency is prohibited from being carried out of the country. According to the currency exchange agreement between North Korea and other countries, North Korean currency carried out as samples or souvenirs must be declared for customs clearance based on a certificate issued by the Central Bank of North Korea.

2. Prohibited and restricted items

Weapons, bullets, explosives, weapons, radioactive materials, military supplies, drugs, poisons, toxic chemicals, drugs with unknown composition and purpose, special telescopes and cameras, radio transmitters, satellite communication equipment, items from areas where infectious diseases occur or have not been quarantined, photos with impure motives, printed materials, art works, and items produced in countries or regions where trade is prohibited are prohibited from being brought into the country.

Weapons, bullets, explosives, weapons, radioactive materials, military supplies, drugs, poisons, toxic chemicals, drugs with unknown composition and purpose, documents or information belonging to state secrets, materials and items with impure motives, historical and cultural relics, currency, precious metals, gemstones, various seeds and other items that have not been approved by the competent national authorities are prohibited from being carried out of the country.

3. Carrying electronic products and storage media

Positioning devices and their components, portable satellite phones and their components, wireless fixed telephones, satellite TV receivers, electronic products with impure motives, and storage media are prohibited from being carried in or out of the country.

4. Punishment

Concealing the above-mentioned items or currency, falsely declaring the name and quantity of the goods, forging customs declaration documents or proof documents, and carrying unauthorized items into and out of the country from locations without customs are considered smuggling. Confiscate smuggled goods, goods used for smuggling, and transportation vehicles in accordance with the law, and impose corresponding penalties according to the Criminal Law of the Democratic People's Republic of Korea.

Residency and Naturalization

1、 Alien Residence Policy

1. Foreigners can stay, reside or travel in the DPRK according to the purpose of entry, but they should go through relevant registration procedures according to regulations.

2. Foreigners shall apply for residence registration within 48 hours after entering the country.

Foreigners with long-term residence (more than 90 days) who have changed the contents of the registration of the long-term residence permit shall apply to the relevant departments for change of registration within 7 days from the date of the change of the contents and obtain a new long-term residence permit for foreigners.

Foreigners with long-term residence who relocate to other regions shall, within 25 days from the date of obtaining the consent of the original exit and entry authorities to cancel the registration, go through the registration procedures with the exit and entry administration authorities in the regions where they move.

Aliens shall submit extension application documents to the exit and entry authorities 10 days before the expiration of their Alien Residence Permit and Alien ID Card.

3. The birth, death, marriage, divorce and occupation change of foreigners in Korea shall be registered within 14 days from the date of change, and the relevant documents shall be submitted to the exit and entry administration authorities.

Special tips: foreigners' residence and travel procedures in the DPRK should be handled by the reception unit at the exit and entry administration authorities, and applicants cannot handle them individually. After entering the country, please coordinate with the receiving unit in a timely manner to handle relevant procedures according to the purpose of coming to Korea; If you need to extend or shorten your residence period during the period of North Korea, please also notify the receiving unit in a timely manner.

2、 Nationality Policy

1. North Korea does not recognize dual citizenship.

2. North Korea implements a policy of obtaining nationality based on the principle of birth, which means that children born between North Korean citizens, children born between North Korean citizens residing in North Korea and foreign citizens or stateless persons, children born between stateless persons residing in North Korea, and persons born in North Korea whose parents cannot be confirmed are all North Korean nationals.

Citizens of other countries or stateless individuals can obtain North Korean citizenship through legal procedures.

3. The principles for determining the nationality of children born to North Korean citizens residing overseas and citizens of other countries are as follows:

① For those under 14 years old, it depends on the wishes of their parents. If there are no parents, it shall be determined according to the wishes of their guardians. In this case, if parents or guardians do not express their intention after 3 months of birth, they will automatically acquire North Korean nationality.

② The nationality of minors over 14 years old is determined based on the wishes of their parents and with their consent. If there are no parents, it is determined based on the wishes of their guardians and with their consent. If there is a discrepancy between my own wishes and those of my parents or guardians, it shall be determined based on my own wishes.

③ The nationality of adults is determined according to their own wishes.

④ When North Korean citizens residing in other countries and their children born to citizens of other countries wish to obtain North Korean nationality, they should submit relevant documents to the North Korean diplomatic or consular representative office located in the country where their parents or children reside.

4. The administrative work related to nationality outside the territory of North Korea is the responsibility of the North Korean diplomatic or consular representative office stationed in the relevant country.

5. The Standing Committee of the Supreme People's Assembly of North Korea is the highest authority responsible for reviewing naturalization and withdrawal matters.

Urban transportation

North Korea implements the principle of right-hand traffic. The road conditions are relatively poor, with frequent rainy and snowy weather in winter, so passengers should pay attention to road safety.

Public transportation in Pyongyang includes buses, subways, taxis, and other modes of transportation. You can use them with the accompaniment of North Korean personnel, and the fare will be settled in foreign exchange.

Pyongyang: The capital of the Democratic People's Republic of Korea, located in the northwest of the Korean Peninsula, with 18 districts and 1 county under its jurisdiction, and a population of approximately 3 million. Pyongyang has a long history and beautiful scenery. Yuanshan City: Located in the central part of the east coast of North Korea, it is the capital of Gangwon Province and a famous tourist city. The two ports of Luojin and Xianfeng, which belong to the city, are both natural ice free ports and can be navigable all year round. Customs taboos

The main festivals in North Korea include: New Year's Day, Spring Festival, February 16th Sun Star Day, April 15th Sun Festival, May 1st International Labor Day, September 9th National Day, October 10th Party Day, etc.

July 8th and December 17th are national mourning days for the death of North Korean leaders. At that time, all government agencies and relevant departments in North Korea will lower the flag to half mast and prohibit all kinds of entertainment activities. The customs of the Korean ethnic group are similar to those of China, emphasizing etiquette, respecting elders, and paying attention to appearance when going out.

Provisions on the Travel Order of Foreigners in the Democratic People's Republic of Korea

Article 2 These Provisions shall apply to the members, staff and their families of foreign representative offices (diplomatic and consular representative offices, representative offices of international agencies, trade representative offices and military attache offices) in the Democratic People's Republic of Korea (hereinafter referred to as the Republic), diplomatic messengers, foreign students, experts, members of trade firms or branches, various visiting delegations in the DPRK (except party and government delegations), tourists and tour guides, transport personnel of Chinese transport vehicles entering China, overseas Chinese who enter China or engage in economic and trade work as members of foreign delegations or tourist groups (hereinafter referred to as foreigners).

The travel order of stateless foreigners shall be stipulated separately.

Article 4 When foreigners leave Pyongyang and their places of residence to travel to other regions within the territory of the Republic, they shall obtain the consent of the relevant reception or foreign affairs departments (diplomatic and consular members of foreign representative offices in the DPRK and their families, members of representative offices of international agencies, journalists and their families apply to the Ministry of Foreign Affairs, members of the Trade Representative Office, the Commercial Counsellor's Office and the Economic Counsellor's Office of embassies and their families apply to the Ministry of Trade, members of the Military Affairs Office and their families apply to the People's Ministry of Force) 2 days before their departure (3-5 days before they travel to prohibited or restricted areas).

Article 5 In principle, foreigners within the territory of the Republic are not allowed to travel to Xiangyuan County, Pyongyang City, Yuanshan City, Jiangyuan Road, Shaliyuan City, North Huanghai Road, south of Xinchuan, South Ping'an Road, north of Qingchuan River, north of Cijiang Road, north of Beicang County, South Ping'an Road, cities and counties along the military demarcation line, areas within 20 kilometers of the east and west coasts, as well as areas otherwise specified (hereinafter referred to as prohibited and restricted travel areas).

Article 6 When foreigners leave Pyongyang or their places of residence to travel to areas other than those prohibited or restricted (except Woniudao District, Nanhai City, and Xihai Sluice Bathing Beach), they shall be notified 48 hours before departure.

Article 7 Aliens who travel to prohibited or restricted travel areas for the following purposes shall notify the relevant departments 3 to 5 days before their departure.

1. When personnel from relevant countries visit friendly cooperative farms, joint ventures, and other institutions, enterprises, or organizations that have friendly relations or business contacts with that country;

2. When meeting with native residents in China or visiting graves;

3. During official visits to government agencies, enterprises, and cooperative farms;

4. When going to visit and sightseeing spots open to foreigners or to external service facilities or institutions such as rest houses, fishing pools, hunting grounds, bathing beaches, etc;

5. When entering or leaving the port on official business.

Article 8 When foreigners travel to prohibited or restricted travel areas for purposes other than those specified in Article 7 of these Provisions, they shall obtain the consent of the relevant departments and notify them 5 days before their departure.

Article 9 When foreigners go to areas where travel is prohibited or restricted, or go to other areas through areas where travel is prohibited or restricted, they should take buses or trains. When arriving at the destination, they should not leave the original route or stay on the road.

When it is necessary to stop on the way due to unavoidable reasons, the consent of relevant departments should be obtained.

Article 11 When travelling by car, foreigners should use the following roads. If they change their way, they should obtain the consent of the Ministry of Foreign Affairs and the relevant departments.
