Entry and Residence

1、 Visa Notice

Chinese mainland residents holding ordinary and official passports need to apply for visas in advance when traveling to Portugal. If the destination (or transit point) is a non Schengen country and they hold a connecting flight ticket (without leaving the international transit area), they do not need to apply for a visa; If the destination (or transit point) of the following station is a Schengen country, regardless of whether it leaves the airport or not, a Schengen visa must be obtained in advance. Portugal is a member of the Schengen Agreement. Chinese citizens who only travel to Portugal can apply for a Schengen visa at the Portuguese Embassy or Consulate in China. If traveling to multiple Schengen Agreement countries at the same time, one should apply to the country with the longest duration of stay; When the duration of stay is the same, apply to the first country to be visited. Apply for a visa from the same country using the visa application form. The Schengen Agreement stipulates that visa holders can stay for a maximum of 90 days. In principle, Schengen visas cannot be extended. Long term visas exceeding 90 days are issued by each country with its own national visa.

The main types of Portuguese visas are short-term visas (country/stay not exceeding 90 days) and long-term visas (stay/stay exceeding 90 days, such as for work, study, internship, scientific research, family reunion, sports training, etc.). The Portuguese Embassy in China currently only accepts visa applications for official passports, and other types of visa applications must be submitted at the visa service center. After receiving the relevant visa application, the Portuguese Embassy in China submits it to the Portuguese Immigration Office and the Ministry of Foreign Affairs for approval, resulting in a longer application time.

Short term visas are mainly issued to the following categories: tourism, business visits or short-term vocational training, visiting relatives and friends, participating in cultural or sports activities, ADS group tourism, online summits, airport transit, medical treatment, student visas, seasonal work, etc. The validity period is generally 3 months. The required basic materials include:

(1) Visa Application Review Form (completed and signed by the applicant);

(2) Two photos, requirements: same style, color, unmodified, size 3.5x4.5 centimeters, clear, easy to identify, no hats or accessories, hair cannot cover the face;

(3) Passport: Original passport with two blank visa pages, valid for at least 3 months after the intended return to China;

(4) 1 copy of passport information page;

(5) Copy of old passport information page and previously obtained visa;

(6) Travel medical insurance: The coverage must include medical expenses, emergency treatment, and the return of the deceased's body, with a coverage amount not less than 30000 euros;

(7) Applicant's proof of solvency, original bank statements for the past 3 months (excluding deposit records):

All the above materials must be original, and Chinese materials must be translated into English or Portuguese unless otherwise specified. Once all the materials are prepared, you can make an appointment at the visa application center to submit your visa application. Applicants applying for a Schengen visa for the first time must personally go to submit their application and undergo biometric collection. Subsequent visa applications do not need to be submitted by the applicant themselves, but the intermediary/agent must provide proof of identity and an authorization letter from the applicant.

Long term visas mainly include study, labor, family reunion, remote work, retirees, etc. The long-term residence visa is valid for two entries within four months, during which the visa holder must apply for a residence permit from the competent authority.

2、 Entry and Exit Notice

Entering Portugal requires a valid passport and visa or residence card, otherwise one will be deported by the original aircraft.

3、 Special Reminder

(1) Cooperate with inspection

The type of visa applied for should match the purpose of going to Portugal. The Portuguese border inspection may ask you to provide relevant travel documents. If it is a short-term business visit, please prepare an invitation letter, return airfare, etc. If you are coming to work in Portugal, you need to provide a Portuguese residence card or approval documents for employment and residence stamped and registered by the corresponding Portuguese institution, health certificates, etc.

1、 Nationality and Immigration Policy

Portugal recognizes dual nationality with other countries on the premise of signing bilateral agreements. Portugal is more tolerant towards foreign immigrants, and related affairs are mainly handled by the Ministry of the Interior and the Portuguese Agency for Integration, Immigration and Asylum (AIMA). The Prime Minister's Office has set up a small number of immigration specialists to help foreign immigrants solve difficulties and better integrate into the local Portuguese society. According to data released by the Portuguese government, there will be approximately 1.04 million foreign immigrants residing in Portugal in 2023, with the majority being immigrants from countries such as Brazil, Angola, Cape Verde, the United Kingdom, India, Italy, and Guinea Bissau.

According to the revised Portuguese nationality law in November 2020, foreign citizens (over 18 years old) who have resided in Portugal for more than 5 years, have a preliminary understanding of Portuguese, have not received any sentence of more than 3 years during their time in Portugal, and have not participated in activities that endanger Portugal's national security, may apply for Portuguese citizenship. The necessary documents for applying for nationality include: birth notarization, criminal record notarization, and language proficiency certificate.

Portugal implements a blood based nationality policy, which is manifested as follows:

(1) One of my parents is Portuguese, and I was born in Portugal with Portuguese citizenship at the time of my birth;

(2) One of my parents is Portuguese and belongs to the Portuguese national government. I was born abroad and therefore hold Portuguese citizenship.

(3) One of my parents is Portuguese, and I was born abroad. I have registered my birth with the Portuguese civil affairs department or declared my willingness to become Portuguese, which means I have Portuguese citizenship.

(4) If the immediate family members within 2 generations are Portuguese and have not lost their Portuguese nationality, and I was born abroad, I declare that I am willing to become Portuguese and maintain contact with Portugal. After verifying the above conditions, I have Portuguese nationality.

(5) I was born in Portugal, and neither of my parents is Portuguese. However, one of my parents was born in Portugal, and at the time of my birth, one of my parents who was born in Portugal resided in Portugal, thus possessing Portuguese citizenship.

(6) I was born in Portugal, and neither of my parents is Portuguese and is not a national official of their respective countries of nationality. I have not declared that I do not wish to become Portuguese, and at the time of my birth, one of my parents was legally residing in Portuguese territory or had resided in any capacity for more than one year, thus possessing Portuguese citizenship.

(7) I was born in Portugal and did not hold any nationality of any other country at the time of birth, which can be considered as Portuguese nationality.


2、 Alien residence policy and related procedures

In June 2024, Portugal issued an amendment to the new immigration law, abolishing the paragraphs 6 and 7 of Article 81, the paragraphs 2 and 6 of Article 88, and the paragraphs 2, 4 and 5 of Article 89 of Law 23/2007, officially ending the system of allowing illegal immigrants to legalize their identity, that is, foreigners holding tourist visas will no longer be able to legalize their identity in Portugal and need to hold work visas and employment contracts before entering Portugal.

From October 29, 2023, immigrants and foreigners residing in Portugal can apply for residence permits in the Integration, Immigration and Asylum Administration (AIMA). The newly established Bureau of Integration, Immigration and Asylum aims to replace the administrative function of the Aliens and Border Service (SEF) to issue identity documents to foreigners.
