Visa Entry

Except for diplomatic and official passport holders, all Chinese citizens entering Timor Leste by land (i.e. crossing the land border between Indonesia and Timor Leste in the central part of Timor Island) must first visit the Timor Leste Embassy in China (website: www.embtimorleste-beijing.com, Phone: 010-64681316/64681342) or through the website of the Eastern Immigration Bureau( http://migracao.gov.tl/ )Apply for visa approval; Entering through sea or air channels requires obtaining a visa on arrival. To apply for a visa on arrival, the following requirements must be met:

1. The purpose of entry is tourism or business visit;

2. Sufficient to cover living expenses during the stay in Timor Leste, with a minimum of $100 per entry and a daily rate of $50 thereafter;

3. Accommodation arrangements are available in East Timor, including hotel bookings;

4. Hold a valid passport with a validity period of more than 6 months and sufficient blank visa pages;

5. Holding a return or connecting flight ticket, or proof of being able to afford the cost of departure.

The visa on arrival processing fee is $30, and there are occasional cases of visa refusal due to reasons such as illegal stay, illegal work, or insufficient cash on hand. If the visa on arrival has expired and you wish to extend it, you need to apply to the immigration office in advance. An extension of 30 days requires a payment of $35, and an extension of 30 to 60 days requires a payment of $75. The maximum stay after one entry is 90 days, and after 90 days, one must leave the country. If you want to re-enter, you need to apply for a new visa.

Customs epidemic prevention and control

The requirements of the East Timor Customs for entry and inspection and quarantine are implemented in accordance with international practices, such as not allowing the carrying of live animals and plants, and not allowing the carrying of dangerous goods such as flammable and explosive materials. In order to protect the environment, there are special regulations for outbound items, and it is strictly prohibited to carry coral, seashells, shells, hawksbill turtles and their products out of the country.

Residency and Naturalization

1、 Chinese citizens working in Timor Leste are required to apply for a work visa. The materials to be provided include: application form (original+2 copies); Copy of passport notarized by our embassy in East China (original+2 copies); 2 color digital photos (3x4); Certificate of no criminal record (original+2 copies) (the applicant needs to complete relevant notarization and authentication in China); Health certificate (original+2 copies); Rental contract (original+2 copies); Labor contract (in Tetum/Portuguese/English) (original+2 copies); Registration of the company (original+2 copies); Tax payment certificate (original+2 copies); Vocational certificate or educational certificate (original+2 copies); Three copies of valid visa.  

2、 According to the Nationality Law of East Timor, East Timorese nationality can be obtained through four methods: bloodline, adoption, marriage, and naturalization. A foreigner who marries an eastern citizen can be naturalized if he meets the following three conditions: he has been married for more than 5 years; Have resided in the eastern region for at least 5 years; Can speak an official language (Portuguese or Tetum).  

If you have settled in the East for more than 10 years (starting from December 7, 1975 or later than May 20, 2002), can maintain a normal livelihood and master an official language, you can also apply to become a citizen of the East.

At present, the overall social security situation in Timor Leste is relatively stable, but due to the backward economic development, poor living conditions, low education level, and prevalence of illegal martial arts groups, theft, robbery and other cases occur from time to time. Chinese citizens in the East should pay attention to:

1、 Adhere to laws and regulations, pay attention to safety. Understand local laws and regulations, especially those related to entry and exit, transportation, and business, and abide by laws and regulations. Pay attention to the local security situation, raise safety awareness, and promptly report to the police in case of emergencies.

2、 Integrity management and integration into the local community. Honesty is the foundation, avoiding behaviors such as passing off inferior goods as good, counterfeiting and shoddy products. Respect local customs and habits, strive to integrate into the local society, learn as many local languages as possible, and get along harmoniously with the local residents around the place of residence.

3、 The weather in the east is hot and prone to earthquakes. Relevant preventive measures should be taken, awareness of prevention should be raised, and commercial insurance should be purchased as much as possible to prevent and reduce losses.

East Timor has a tropical rainforest climate, with the rainy season from December to April of the following year. During the rainy season, there are many mountains, floods, and mudslides. Safety precautions should be taken to stay away from landslide zones.

The content of harmful substances in Dongshui is high, the water quality is poor, and it is not suitable for direct consumption.

Dili Airport is the only international airport in Timor Leste, located in the northwest of the city center, about a 10 minute drive from the city center.

1、 Qantas AU and AirNOT AU operate 1-2 daily flights between Dili and Darwin, Australia.

2、 Indonesia's Citilink and AERO DILI operate one daily flight between Dili and Bali.

3、 Royal Bhutan Airlines operates one flight between Dili and Singapore every Thursday (non fixed) and Sunday.

4、 Fly Timor Airlines operates one irregular monthly flight between Dili and Kuala Lumpur.

5、 Timor Travel, Paradise, and Dumbri Bagon Babadok Airlines each have one daily flight between Dili and Kupang, Indonesia.

land transport

The land transportation in East Timor is underdeveloped. The road conditions in the capital city of Dili are good, but the quality of roads leading to other major areas is poor, and some sections can only be opened to traffic during the dry season. In recent years, with the improvement of the economy and rapid growth of vehicles, there have been traffic jams during peak hours in the urban area of Dili. Road improvement projects in other areas are currently underway.

water communication

The sea route is mainly for international freight transportation. Tieba Port has cargo ships from Indonesia, Australia, Singapore and other places docking, but the port throughput is limited.

There is no waterway transportation in the inland areas of East Timor, and there are regular liners from Dili to the Oekusi Flyland and Atauro Island.

Urban transportation

Local vehicles are right-hand drive and left-hand drive.

There are taxis in the downtown area of Dili, but their condition varies greatly. The city charges 1-2 dollars and the airport charges 5 dollars.

The small van is responsible for operating the main bus routes in the city. The fee is 25 cents.

The rental price is relatively expensive. If you go out of town, you must use an off-road vehicle. If you only operate within the city of Dili, a small car is sufficient. Driving requires obtaining a local driver's license.

There are many one-way streets in the city; There is no subway or other rail transit.

The main cities that have achieved scale are the capital city Dili and the second largest city Baucau. Dili, located on the northeast coast of Timor Island, has a population of 234000 and is the political, economic, and cultural center of the country. Over 80% of East Timor's economic activities take place here.

Commodity prices

Most of the local daily necessities are imported, and the local production mainly includes some vegetables and fruits. There are more than 10 medium-sized supermarkets in the downtown area of Dili, selling basic daily necessities and food, with relatively high prices.  

The common currency in Timor Leste is the US dollar, and small coins are locally made and equivalent to the US dollar. Some supermarkets, hotels, shopping malls, and restaurants support bank card payments, but China UnionPay cards cannot be used in the East yet.  

Foreign banks such as Banco Nacional Ultramarino (BNU), ANZ, and Mandiri Bank in Indonesia are currently operating in the east, but with few branches and limited coverage.

Insurance Medical

The climate in East Timor is hot, and the rainy season (December to April of the following year) is prone to breeding mosquitoes, making it a high-risk area for dengue fever and malaria.

The overall level of medical and health care in the local area is relatively low. The National Hospital located in Dili is the best hospital in Timor Leste, but it still does not have the conditions for treating difficult and severe cases. The Chinese aid medical team works in this hospital.

There is currently no medical insurance service available locally. It is recommended to purchase relevant commercial insurance in China.

Customs taboos

In the local culture of East Timor, crocodiles are revered as totems and cannot be hunted. When encountering a convoy for weddings, funerals, or church activities, it should stop and avoid overtaking.

Eastern national public holidays include: January 1st: New Year's Day; March 3rd: Veterans Day; May 1st: Labor Day; May 20th: Restoration of Independence Day; August 30th: Referendum Memorial Day; November 12th: National Youth Day; November 28th: Declaration of Independence Day; December 7th: Holocaust Remembrance Day; December 31st: National Heroes' Day.  

Other major religious holidays include Easter, Ash Wednesday, Eid al Fitr, Halloween, All Souls' Day, Assumption of the Blessed Virgin Mary, and Christmas.

Communications Power

You can buy a mobile SIM card with a passport at a Timor Telecom office for $1, which includes $1 in phone bills. Local calls cost 12 cents per minute, while calls to China cost 49 cents per minute. Direct dialing is sufficient, and answering is free of charge. Dial * # 102 # to check your phone bill. There are also many vendors selling recharge cards with denominations ranging from $2 to $25. Simply dial the 100+recharge card password to recharge.

The penetration rate of the East Internet is low. At present, it is mainly operated by Telemor, Telkomcel and Timor Telecom. The Internet access costs are high, and the network speed is slow and unstable.

The voltage in East Timor is 220V, which is consistent with that in China, but requires a European style conversion plug.
