Visa Entry

(1) The Ukrainian Visa Regulations came into effect on September 10, 2011. The regulations stipulate that the number of visa types has been simplified from 22 to 3, namely transit visa (B), short-term visa (C), and long-term visa (D). Among them, the maximum stay time for short-term visa entry is 90 days, and the cumulative stay time in Ukraine within 180 days cannot exceed 90 days. Long term visas are generally valid for 45 days and must be processed for residence at the immigration office within 45 days of entry. Individuals holding this type of visa are advised to apply for a long-term residence card from the Ukrainian immigration department as soon as possible after entering the country through their work or invitation unit. Chinese citizens holding diplomatic or official passports are exempt from visa requirements when traveling to Ukraine. Holders of these passports do not need to register if they stay in Ukraine for three months, and must register with the Ukrainian Ministry of Foreign Affairs if they exceed three months. Individuals holding official or private ordinary passports must apply for a visa to travel to Ukraine. Holders of Hong Kong SAR passports are eligible for visa free stay in Ukraine for 14 days, and a visa is required for stays exceeding 14 days. The Ukrainian border and immigration management departments strictly manage the entry visas and local residence procedures for foreign citizens. Please strictly comply with the requirements of relevant local departments, enter and leave the country and stay in accordance with the law, and avoid situations such as entry and exit obstruction, forced repatriation due to detention, and being listed on the list of restricted entry.

(2) Since January 1, 2019, the Ukrainian side has implemented an electronic visa policy for Chinese citizens who travel to Ukraine for business, tourism, family visits, cultural, sports, scientific and educational exchanges, media and other purposes. Applying for an electronic visa requires the applicant to visit the website of the Ukrainian Ministry of Foreign Affairs( http://evisa.mfa.gov.ua )Register, fill out the application form online, upload scanned photos and relevant documents, and provide an email address. The approval time for electronic visas shall not exceed 9 working days. After the application is approved, the electronic visa (usually valid for one entry with a stay of 30 days) will be sent to the email address provided by the applicant. If the application is not approved, the applicant's email address will also receive a rejection statement. The electronic visa fee is $85, which can be paid online with a bank card during the application process. When entering Ukraine, the printed electronic visa and passport must be presented to the Ukrainian border inspection authorities.

Customs epidemic prevention and control

According to Ukrainian law, each person entering or leaving Ukraine is allowed to carry cash of no more than 10000 euros (or other equivalent currency). Any amount exceeding 10000 euros must be declared. If not declared, Ukrainian customs officials have the right to confiscate all cash. In the event of cash confiscation, legal proceedings must be conducted, and the parties must hire their own translators or lawyers to handle the relevant matters; Individuals are allowed to import food with a value not exceeding 50 euros tax-free, and each type of food should not exceed 2 kilograms or one packaging; Carrying cultural relics and artworks (oil paintings, including amber paintings with a value not exceeding 10000 euros) out of the country requires a permit document; Carrying amber products out of the country requires presenting shopping vouchers and identification certificates, and declaring to customs. If the total value exceeds 10000 euros, export customs clearance procedures must be completed; Carrying a certain number of medication courses requires a hospital certificate and prescription; Prohibition of carrying drugs. There has been a case where a citizen illegally carried amber raw stones and products, electronic cigarette products, etc. out of the country and was detained by the Wuhai Customs and border defense departments. Please comply with the Wuhai Customs' entry and exit regulations to avoid similar problems. If such a case occurs, the parties involved must hire their own translators or lawyers to resolve it through legal procedures. Goods with a total value of less than 200 euros are exempt from import taxes. If the goods are valuable, a customs declaration form should be filled out: for goods with a total value of less than 1000 euros, a citizen's customs declaration form should be filled out; for goods with a total value of more than 1000 euros, a goods customs declaration form should be filled out. The customs declaration form must be truthfully filled out (in either Ukrainian or English) and kept properly. The validity period is one year (if necessary, it can be re processed at the customs before the deadline). A Chinese citizen once brought an unopened high priced mobile phone into the country without declaring it, which was discovered by the Ukrainian customs department and ordered to pay the corresponding tax amount and impose a fine.

For details, please refer to the website of the National Immigration Bureau of Ukraine http://dmsu.gov.ua/ .

The risk level for Ukraine is red (extremely high risk).

The Ministry of Foreign Affairs reminds Chinese citizens not to travel to Ukraine in the near future. Personnel and institutions in the area should evacuate or transfer to safe areas as soon as possible. In case of emergency, please report to the police in a timely manner and contact the Chinese Embassy in the local area.

The Ministry of Foreign Affairs and overseas embassies and consulates will continue to closely monitor changes in the overseas security situation, dynamically adjust relevant risk assessments, and release and update corresponding security reminders in real time on platforms such as the China Consular Service Network. Please continue to pay attention.

public security

After the comprehensive outbreak of the Ukrainian crisis in 2022, Ukraine has entered a state of war, and there is a risk of air strikes throughout the country. Chinese citizens in Ukraine are requested to abide by relevant Ukrainian laws and regulations, pay attention to air defense warnings, make emergency reserves, and safely avoid danger. Ukraine has relatively good social security, but there have also been incidents of Chinese citizens being robbed, beaten, or deceived in urban areas.

(1) It is recommended not to carry a large amount of cash with you when going out. When driving out, do not leave money, passports, valuable items, etc. in the car in a visible place, and do not leave them unattended to avoid theft. When getting off the car, be sure to lock the doors. Pay attention to keeping passports, important documents, cash, and valuable items safe. It is best to store them separately from other luggage to avoid theft, robbery, or loss. It is recommended to make copies and backups of passports, visas, and ID cards, and to carry the copies separately from the original documents along with several passport photos for emergency use. Please invite Chinese citizens in Ukraine to enhance their self-protection awareness, take necessary safety precautions, pay attention to the security situation in their area, stay away from unsafe areas, reduce unnecessary outings, and properly keep their belongings. Stay calm and composed in case of emergencies, ensure your own safety, and promptly report to the police (phone number: 102).

(2) Exchange foreign currency at regular branches. The Ukrainian police have taken measures such as regulating online currency exchange information and cracking down on black market transactions to severely crack down on illegal buying and selling of foreign exchange. Ukrainian law stipulates that once illegal buying and selling of foreign exchange is seized, all funds will be confiscated and fines will be imposed. Please choose legitimate banks and qualified exchange points for foreign currency exchange among overseas Chinese, international students, and Chinese funded institutions in Ukraine, and keep the exchange vouchers. My citizen once suffered fraud by exchanging foreign exchange with private individuals through informal channels, resulting in significant economic losses for myself.

(3) Be cautious when approaching strangers. Raise awareness of safety precautions, be wary of strangers initiating conversations, do not consume any food, drinks, cigarettes, etc. provided by strangers, be vigilant when taking transportation, walking or staying outside, and guard against criminals.

(4) Be cautious when making friends with strangers through WeChat. There have been cases where Chinese citizens actively approached and befriended strangers through WeChat Moments, but were later scammed, harassed, threatened, or even illegally detained by the other party.

(5) Be cautious about so-called 'online romance'. Chinese citizens once met so-called "Ukrainian beauties" online and "dated" them through WeChat, but were later asked for money under various pretexts, causing significant economic losses to themselves.

(6) Preventing telecommunications fraud in the name of Chinese embassies and consulates abroad. The Consular Department of the Ministry of Foreign Affairs and Chinese embassies and consulates abroad have repeatedly issued reminders to Chinese citizens to be vigilant against telecommunications fraud in the name of Chinese embassies and consulates abroad. Criminals use technical means to disguise their phone numbers as the phone numbers of our embassy or consulate, claiming to be staff members of Chinese embassies or consulates abroad. They falsely claim that the victim's passport and other documents need to be renewed after expiration, that their identity documents or credit cards have been used fraudulently, that their bank accounts need to be frozen or they need to cooperate with investigations due to suspected cases, and demand that the victim provide account information or pay relevant fees; There are also criminals who, under the pretext of involving major criminal cases, manipulate victims to escape and cut off all contact with family and friends, then call their families and falsely claim that the victims have been kidnapped, demanding a huge ransom. Chinese citizens in Ukraine are advised to remain vigilant and not to easily trust any phone calls or emails requesting personal financial information such as credit cards, transfers, or remittances in the name of the embassy. Fraudulent activities are common in Ukraine through electronic channels such as email and social media. Suspects often use various pretexts to lure individuals into continuously remitting money, resulting in significant economic losses for some Chinese citizens who are difficult to recover afterwards.

(7) Handle economic transactions with various intermediaries with caution. Chinese students studying in Ukraine have had economic disputes with study abroad agencies, resulting in financial losses and academic obstacles; Temporary travelers to Ukraine have economic disputes with medical and marriage intermediaries, causing significant economic losses and negative social impacts.

(8) During the curfew period, it is prohibited to go out. We will cooperate with Ukrainian military and police personnel to carry out reasonable law enforcement work, avoid filming or recording air raid sites, military and political facilities, military personnel and equipment, and do not film or record in border areas without the consent of Ukrainian border personnel.

Health and epidemic prevention

At present, there is still a risk of infection in Ukraine. Chinese compatriots living in Ukraine are requested to continue to do a good job in epidemic prevention, wear masks in public places, especially in indoor spaces such as supermarkets, wash hands in a timely manner, and do a good job in disinfection; If you have symptoms such as fever and cough, please call 103 for local medical assistance in a timely manner. If necessary, please follow the advice of local professional doctors for hospitalization, arrange nucleic acid testing and lung CT examination, and receive targeted treatment.
